Illinois had 17,063 housing starts in August, putting it at 750 starts per capita. The only states that ranked below it were Pennsylvania, West Virginia, Connecticut and Rhode Island.
A housing start is defined as excavation or ground breaking for the footings or foundation of a residential structure. This data includes both single-family and multi-family structures.
