On July 13, 2023, the Budget Committee met at The Springfield Room at 555 W. Monroe, Chicago, Illinois and at the ICJIA Offices, 524 S. 2nd Street, Suite 220, Springfield, Illinois, to discuss and take actions regarding:

1. Minutes of the June 22, 2023, Budget Committee Meeting 

The Budget Committee approved the minutes of the June 22, 2023, Budget Committee meeting.

2. Death Penalty Abolition Fund 

New Designation

The Budget Committee designated $236,707 in SFY24 appropriated Death Penalty Abolition (DPA) funds to support the James B. Moran Center for Youth Advocacy Services to support its Assist Families Experiencing Trauma program. This funding will allow the Moran Center to provide legal representation to young people (through age 26) in Evanston involved in the criminal justice system, and case management, counseling, crisis management, and linkage to other supportive services, such as housing, food, and additional psychiatric services. This program services the City of Evanston/Evanston Township. This designation will support an additional 12 months of programming.

3. Illinois Family Violence Coordinating Councils 

New Notice of Funding Opportunity

The Budget Committee set aside up to $114,900 in appropriated Illinois Family Violence Coordinating Council (IFVCC) funding for the SFY24 Notice of Funding Opportunity (NOFO). Awards will range from a minimum of $30,000 to a maximum of $38,300. Funds can be used to support a part-time local council coordinator for each council and coordination of committee work, travel, and other related activities as determined by the applicant.

The expected period of performance for Planning programs will be January 1, 2024 – June 30, 2024, which may be extended by ICJIA up to an additional 12 months (July 1, 2024 – June 30, 2025). Selected applicants are expected to be presented to the ICJIA Budget Committee in December 2023.

4. Safe from the Start 

New Notice of Funding Opportunity

The Budget Committee set aside up to $360,000 in appropriated Safe From the Start (SFS) funding for the SFY24 NOFO. Awards will range from a minimum of $60,000 to a maximum of $120,000. The SFS grant program is designed to assist in the development, implementation, and evaluation of comprehensive and coordinated community-based models to identify, assess, and serve children, ages 0 to 5 who have been exposed to violence in their home and/or community. Funds can be used to support personnel and fringe, training, travel, supplies, and other related activities/expenses as grantees being the SFS planning process.

The expected period of performance for Planning programs will be January 1, 2024 – June 30, 2024, which may be extended by ICJIA up to an additional 12 months (July 1, 2024 – June 30, 2025). Selected applicants are expected to be presented to the ICJIA Budget Committee in December 2023.

5. Community Law Enforcement Partnership for Deflection and Substance Abuse Treatment 

New Designations

The Budget Committee designated $900,000 in SFY24 appropriated Community Law Enforcement Partnership for Deflection and Substance Abuse Treatment funds, as described in the table below.

6. Metropolitan Family Services Fund 

New Designation

The Budget Committee designated up to $6,694,300 in SFY24 appropriated funds to Metropolitan Family Services to support their Communities Partnering 4 Peace (CP4P) which provides a targeted and holistic multi-tiered approach to confront gun violence in the highest risk neighborhoods of Chicago.

7. Safer Foundation Fund 

New Designation

The Budget Committee designated up to $1,000,000 in SFY24 appropriated funds to Safer Foundation to support their Working 4 Peace employment programs to provide supports and employment opportunities to young adults, especially those with criminal records who are residing in or reentering their community.

8. Violence Prevention and Reduction
