Illinois State Board of Education, Gender Equity Advisory Committee met Oct. 6.

Here are the minutes provided by the committee:

I. Welcome & Roll Call

Present:

Anna Koeppel, Illinois Department of Labor

Sergio Hernandez, Illinois State Board of Education

Dr. Johnnie Thomas, Rich Township School District 227

Dr. Leslie Ward, Illinois State Board of Education

Sandra Westlund-Deenihan, Quality Float Works Inc.

Michael Phelon, The Outlet Illinois (joined after roll call)

Deanie Brown, American Association of University Women-IL Inc. (joined after roll call)

Absent:

Jami Hodge, Williamson County CTE System

II. Approval of the Sept. 22, 2023, Minutes (roll call vote)

No requests for changes were raised. The minutes were voted for acceptance as presented unanimously by the members.

III. New Member Status Update

ISBE is in the process of appointing a member

IV. Data Review

a. In-person participation is encouraged for the Oct. 20, 2023, and Nov. 17, 2023, meetings. The agendas contain the location details for members interested in attending the meeting at an ISBE location. Virtual participation will also be an option for members that cannot attend in person.

b. Project Lead the Way (PLTW) program overview:

i. Guest speaker Danielle Ryan provided an overview of the national program that endeavors to provide equitable education opportunities.

c. Previously requested data:

i. CTE Perkins measures and reports

1. Links were supplied to fiscal years 2021 and 2022 Perkins Measures reporting to address mandated publicly shared data.

2. Links were supplied for FYs 2020 and 2021 ISBE CTE Annual Report.

ii. An overview of the Perkins Measures and the associated nine performance indicators:

1. 1S1 – Four-Year Graduation Rate

2. 1S2 – Extended Graduation Rate

3. 2S1 – Academic Proficiency in Reading

4. 2S2 – Academic Proficiency in Mathematics

5. 2S3 – Academic Proficiency in Science

6. 3S1 – Post-Program Placement

7. 4S1 – Nontraditional Program

8. 5S2 – Program Quality – Attained Postsecondary Credits

9. 5S3 – Program Quality – Work-based Learning

iii. Statewide performance measure outcomes were reviewed on the above indicators for school year 2022. Green lines in the charts indicate target. Percentages listed in green indicate a target metric was achieved, while red percentages indicate a target was not. Subsequently shared detail provides views based on district and school levels. SY 2023 data is not yet available.

iv. Perkins performance indicators by race was reviewed.

v. Perkins performance indicators by gender was reviewed.

vi. CTE career centers enrollment data was reviewed.

vii. Illinois CTE funding from both state and federal resources was reviewed.

viii. Illinois high school and programs data was reviewed to highlight the number of schools participating and those that are offer CTE programs.

ix. Illinois CTE participation and enrollment data was reviewed.

x. CTE funding from other states with relatively high funding amounts were discussed. 

V. Drafting the Report

a. A template was created for the community based on the format defined in the Whole Child Task Force report structure. The chairs currently have access. Mr. Osborne will grant access to the GEAC members.

b. Reference link for the Whole Child Task Force Report.

c. The committee’s short-term goal is to have draft sections populated for review by the next committee meeting. Subsequent committee meetings can be leveraged to enhance and finalize the report’s content. Ultimately, the report should be finalized from the committee’s perspective no later than the Nov. 17, 2023, meeting.

d. Mr. Hernandez displayed the template for the committee’s review.

e. Assignments of the sections to be addressed initially by specific committee members were identified. These will be added to the document for committee member reference.

f. Data shared by ISBE is included in an appendix of the supplied template.

VI. Old Business

a. Mandated trainings reminders:

i. Members were asked to review the training materials and provide a copy of the training certificates to both David Osborne (dosborne@isbe.net) and Carmelo Reyes (creyes@isbe.net).

1. 2023 Ethics Training Program for State Employees and State Appointees (due Sept. 24, 2023)

2. Open Meetings Act (due Sept. 24, 2023)

3. 2023 Harassment & Discrimination Prevention Training (due Nov.23, 2023).

VII. New Business

If members plan to attend a future meeting in person, they are asked to contact David Osborne and Carmelo Reyes to ensure they are escorted to the conference room.

VIII. Public Comment

No discussion points were raised.

IX. Adjournment

Motion made by Mr. Hernandez to adjourn. The motion was seconded by Ms. Koeppel. Adjournment was voted for acceptance by the members.
