Attorney General Kwame Raoul announced on May 20 that the Illinois Senate has passed his proposed legislation aimed at strengthening his office’s ability to address workplace rights violations. House Bill 4725, sponsored by Senator Omar Aquino and Representative Jay Hoffman, received bipartisan support and will now proceed to the governor for approval.
The measure is intended to improve how the Attorney General’s Workplace Rights Bureau investigates and prosecutes potential violations of laws protecting Illinois workers. The bureau plays a significant role in defending vulnerable groups such as workers, immigrants, and seniors across the state, according to the official website.
“The Workplace Rights Bureau in the Attorney General’s office has recovered millions of dollars on behalf of Illinois workers. This measure will enhance our ability to investigate and prosecute potential violations of the laws that protect working people around Illinois,” Raoul said. “I appreciate Senator Aquino’s sponsorship of this legislation and his efforts to protect the rights of workers in Illinois.”

They deserve a system that demands accountability and delivers justice efficiently and fairly. Our Attorney General has done incredible work defending the rights of workers across Illinois, and this effort is an important step toward streamlining that process to better support the needs of workers and businesses.”
The bill clarifies jurisdiction for investigations by the Workplace Rights Bureau, streamlines subpoena processes to avoid delays, grants investigative tools similar to those used by other labor agencies—including confidential interviews at worksites—and establishes penalties for employers who destroy evidence or refuse compliance with laws.
Over the past year alone, more than $15 million was recovered for Illinois workers through actions taken by Raoul’s office. However, officials say some employers have exploited procedural gaps in current law which can stall investigations or force lengthy court battles over access to records.
