Shannon M Adcock, founder and president of Awake Illinois, said on April 17 that the advancement of House Bill 1429 through the Illinois House Housing Committee could have significant effects on local authority over public spaces and enforcement related to homelessness.
The topic has drawn attention as policymakers debate how best to address unsheltered homelessness while balancing community concerns about public property use. The Chicago Coalition to End Homelessness reported that more than 58,000 Chicagoans experienced homelessness in 2024. This number exceeds the official point-in-time count by more than three times according to analysis of service data and other records. City officials recorded about 18,836 people in the formal tally for that year. Discussions continue about how policies on public property use intersect with family access to parks and recreational areas in the region, according to the Chicago Coalition to End Homelessness.
Adcock made her statement in a post on X responding to House Bill 1429’s progress out of committee. The legislation would restrict local governments from creating or enforcing policies that impose fines or criminal penalties against people experiencing unsheltered homelessness for life-sustaining activities on public property. Exceptions exist to maintain access or address public health and safety risks. The measure also requires notice before removal actions in non-emergency situations, according to Adcock’s post on X.
“This is Diversity, Equity & Inclusion coming full circle in Illinois. Chicago parks turned into tent cities, drugs dropped as kids play soccer, because compassionate progressive policies won’t let anyone enforce a camping ban. Zero consequences, zero clean public spaces. But at this point, maybe every Illinois town should mirror its voting base inclusive and insane,” Adcock said according to her post on X.
IRS migration data show Illinois lost 54,000 tax filers and dependents to net domestic out migration in the most recent reported year. Departing residents carried higher average incomes than those arriving with the state ranking third nationally for income loss from out migration. From 2000 through 2023 Illinois saw 780,000 net taxpayers leave taking $94 billion in adjusted gross income according to cumulative figures. This shift continues to affect the tax base and resources available for local services according to Wirepoints.
Adcock is the founder and president of Awake Illinois, a nonprofit launched in 2021 to advance parental rights, education transparency and civic engagement.
