Sean Morrison, Cook County commissioner for the 17th District, said Illinois’ budget has grown without improving essential services or economic conditions, citing strained resources and public safety pressures worsened by the migrant influx.
“Illinois is not “moving in a better direction.” That claim collapses under even minimal scrutiny,” said Sean M. Morrison, County Board Commissioner from 17th District (R). “For years, Illinois has seen annual budget growth, yet core state services continue to deteriorate, from roads and public safety to child services, education outcomes, and veterans’ care. Tens of billions have been spent, reallocated, or wasted, while working families are objectively worse off: higher taxes, higher housing costs, weaker job growth, and our state ranks among one of the slowest economic recoveries in the nation. Illinois doesn’t need more rhetoric about “common good.” It needs measurable results, accountability, and policies grounded in reality, not slogans.”
The statement was made on X in response to Illinois House Speaker Emanuel Chris Welch’s post celebrating five years in office. Welch’s post included a link to an article outlining his achievements in healthcare and public safety. Morrison’s reply highlighted what he perceives as failures in state management.
According to Morrison, Illinois has allocated over $2.5 billion for migrant care by the end of 2025, which includes healthcare, housing, and resettlement services through initiatives like Welcoming with Dignity. This spending exceeded initial projections by hundreds of millions, increasing taxpayer burdens in sanctuary areas such as Chicago where resource strains from non-citizens have intensified.
Chicago’s sanctuary policies have contributed to public safety challenges. However, federal efforts like Operation Midway Blitz removed criminal non-citizens, resulting in a 16% reduction in homicides and a 35% decrease in shootings in the city. These actions addressed migrant-related crime surges that progressive laxity on enforcement had exacerbated in Illinois communities.
Illinois ranks among the slowest states in post-COVID economic recovery, with real GDP only 4.7% above pre-pandemic levels in 2024 and employment growth at just 0.2% since February 2020. Nationally, this lag reflects policy impacts, including high tax burdens at 10.22% of income—the seventh highest in the U.S.—driving out-migration.
Morrison has served as Cook County Commissioner for the 17th District since his appointment in 2015 and subsequent elections in 2018 and 2022. He is also the founder and leader of Morrison Security Corporation, bringing business experience to his role advocating for fiscal responsibility.
