U.S. Senate Democratic Whip Dick Durbin met with U.S. Secretary of the Army Dan Driscoll on June 3 as the Senate Appropriations Committee reviews the Department of Defense Fiscal Year 2027 budget request. The meeting focused on supporting jobs at Rock Island Arsenal and ensuring its role as a critical producer of military equipment.
Last month, during an Appropriations Subcommittee on Defense hearing, Durbin secured a commitment from Driscoll to protect Rock Island Arsenal from further significant job cuts after several civilian employees were impacted by the Army’s recent “rebalancing” effort. “Today, I reiterated to Army Secretary Driscoll that our nation’s military readiness is better for the work done by the men and women at Rock Island Arsenal. I am grateful to Army Secretary Driscoll for working with me to protect the workforce at Rock Island Arsenal and develop opportunities that will sustain economic growth in the Quad Cities,” Durbin said.
Durbin has long supported Rock Island Arsenal and its manufacturing operations. In the Fiscal Year 2026 National Defense Authorization Act, he secured provisions authorizing a new pilot program modeled after his Arsenal Workload Sustainment Act, which gives contracting preference to public-private partnerships between industry and Army arsenals such as at Rock Island. This provision aims to keep Rock Island active while preserving its skilled workforce, equipment, and production capacity.
Additional provisions restrict the Army from using funds allocated for restructuring until more information is provided about plans to integrate Joint Munitions Command and Army Sustainment Command, helping ensure operations continue at Rock Island without unnecessary cuts. The act also authorizes expansion of robotic munitions manufacturing capabilities at government-owned, contractor-operated facilities like Quad City Cartridge Case Facility.
Durbin has assisted Illinois residents by addressing federal agency issues, promoting health programs such as childhood asthma initiatives and medical research, participating in Senate committees on judiciary matters, agriculture, nutrition and forestry; facilitating immigration processes; aiding constituents with federal claims; representing Illinois in Congress; convening bipartisan delegations; and serving as Senate Democratic Whip—placing second among Senate Democrats—according to the official website.
