The Illinois Freedom Caucus said on April 18 that the Commission on Equity and Inclusion should be abolished rather than receive additional taxpayer funding during ongoing General Assembly budget deliberations.

The caucus described the commission as a multi-million dollar failure, raising concerns about its effectiveness in expanding opportunities for targeted business groups in state contracting. The announcement was made via the caucus’s official social media account during budget discussions, following recent hearings that examined the agency’s role in certifying businesses for state contracting preferences. The commission was created to expand opportunities in state contracting for targeted business groups but has drawn questions over its results, according to the Illinois Freedom Caucus’s official social media account.

Lawmakers have reviewed data showing that the number of businesses certified under the commission’s Business Enterprise Program peaked at about 5,400 before declining to approximately 2,850. The Center Square reported that this drop occurred after a switch to a new software provider made certification more difficult for applicants, with a fix planned for June. Lawmakers are considering these results as they review the commission’s proposed $5.6 million budget for the next fiscal year.

Additionally, seven commissioners each receive about $150,000 annually from a separate funding source while overseeing the agency. The commission manages programs directing preferences in government contracting for businesses owned by racial minorities, women, and persons with disabilities. The agency has faced examination for adding bureaucracy even as participation numbers fell, according to The Center Square.

The Illinois Freedom Caucus is a group of Republican legislators in the Illinois General Assembly dedicated to promoting limited government, fiscal responsibility, and accountability in state spending. The caucus works to oppose what it views as wasteful programs and to protect taxpayers through coordinated policy efforts. It provides a platform for conservative priorities within the legislature, according to its official website.
