Illinois Rep. Bicanic-Moeller’s community care administrator qualifications bill passes House and Senate

Passed bill authored by State Rep. Anna Moeller aims to update administrator qualifications and training requirements for facilities under the ID/DD Community Care Act, following approval in both chambers, according to the Illinois General Assembly.

In the House, 73 Democrats and 36 Republicans voted in favor of the bill.

Meanwhile, in the Senate, 40 Democrats and 19 Republicans voted in favor of the bill.

Bicanic-Moeller introduced the bill in the Illinois House on Sep. 3, 2025 during the 104th session.

The legislation, known as HB4112, was passed on May 21, 2026 during the general assembly session 104.

According to the Illinois General Assembly site, the legislature summarized the bill’s official text as follows: “Amends the ID/DD Community Care Act. Changes the definition of administrator to a person who is charged with the general administration and supervision of a facility and who is at least 21 years of age and either is licensed under the Nursing Home Administrators Licensing and Disciplinary Act; is a qualified intellectual disabilities professional; or has completed at least 4 semesters of study at an institution of higher education and has at least 2 years of management experience or at least 2 years of experience in a position of progressive responsibility in health care, housing with services, or adult day care; in providing similar services to individuals with intellectual or developmental disabilities; or in behavioral health (rather than a person who is charged with the general administration and supervision of a facility and licensed, if required, under the Nursing Home Administrators Licensing and Disciplinary Act). Provides that, as a condition of licensure under the Act, the administrator of a facility must participate in at least 20 hours of training every 2 years to assist the administrator in better meeting the needs of the residents of the facility and managing the operation of the facility. Makes conforming changes. Effective July 1, 2027.”

In essence, this bill amends the ID/DD Community Care Act by redefining the qualifications for an administrator responsible for the general administration and supervision of facilities. An administrator must be at least 21 years old and meet one of the following criteria: be licensed under the Nursing Home Administrators Licensing and Disciplinary Act, be a qualified intellectual disabilities professional, or have completed at least four semesters of higher education with a minimum of two years’ management experience or equivalent in health care, housing with services, adult day care, or related fields. Additionally, the bill mandates that administrators participate in at least 20 hours of training every two years to better meet the needs of facility residents and effectively manage operations. The effective date of this Act is July 1, 2027.
