Illinois Rep. Rohr’s student course credit bill passes House and Senate

Passed bill authored by State Rep. Janet Yang Rohr aims to clarify when seventh- and eighth-grade students may earn high school credit for required courses, following approval in both chambers, according to the Illinois General Assembly.

In the House, 67 Democrats and 34 Republicans voted in favor of the bill.

Meanwhile, in the Senate, 40 Democrats and 19 Republicans voted in favor of the bill.

Rohr introduced the bill in the Illinois House on Dec. 17, 2025 during the 104th session.

The legislation, known as HB4239, was passed on May 21, 2026 during the general assembly session 104.

According to the Illinois General Assembly site, the legislature summarized the bill’s official text as follows: “Amends the Courses of Study Article of the School Code. Provides that the school board of a school district that maintains any of grades 9 through 12 is authorized to adopt a policy under which a student enrolled in grade 7 or 8 who is enrolled in the unit school district or would be enrolled in the high school district upon completion of elementary school may enroll in a required high school course, provided that the course is offered by the high school that the student would attend and the student participates in the course where the student attends school as long as the course is taught by a teacher who holds a professional educator license and endorsed for the grade level and content area of the course (instead of just as long as the course is taught by a teacher who holds a professional educator license and endorsed for the grade level and content area of the course).”

In essence, this bill clarifies when seventh- and eighth-grade students may take required high school courses for credit. It authorizes school boards with grades 9 through 12 to let eligible middle school students enroll in high school-required courses if the course is offered by the high school they will attend and the student either travels to the high school or takes the course at their current school. If taken at the current school, the student must either pass the course and the high school’s end-of-course exam or be taught by a teacher with a professional educator license and proper endorsement. The bill requires districts to grant and honor such credits and include the grades in students’ GPAs.

The bill was sponsored by Sen. Laura Ellman (Democrat-21st District) and Rep. Margaret A. DeLaRosa (Democrat-42nd District).

Rohr, a Democrat, was elected to the Illinois State House in 2021 to represent the state’s 41st House District, replacing previous state representative Grant Wehrli.
