9:00 INTRODUCTIONS AND ISBE UPDATES

ISBE will provide an update to the TAC covering significant developments since the previous meeting related to assessment and accountability.

9:30 INDICATOR REVIEW

During this session, the Center for Assessment will provide an analysis of indicators based on 2022 accountability results. Analyses will address:

• Relationship between indicators and total score

• Relationship to percentage from adequacy

• Student group performance

• Characteristics of outlier schools

Focus questions for the TAC:

• What are the implications of these analyses for school support initiatives? 

• What additional steps should ISBE consider to further monitor, document, and evaluate the design and implementation of the accountability system?

11:00 CHRONIC ABSENTEEISM

Following up on TAC recommendations in September, the Center will present additional information about the chronic absenteeism indicator to include:

• Chronic absenteeism rates by school and grade

• Overall accountability results with chronic absenteeism removed from the model

This information will help the TAC discuss whether and how ISBE might improve the chronic absenteeism indicator for future years.

Questions for TAC:

• To what extent is the approach for calculating chronic absenteeism and incorporating it into the overall accountability results appropriate and defensible?

• What modifications may be appropriate and why?

1:00 COLLEGE AND CAREER READY INDICATOR

The Center is preparing some descriptive data related to the components of the college and career ready (CCR) indicator. These analyses will help ISBE better understand the data that is available and brainstorm some alternatives to help ISBE incorporate CCR in the accountability system.

Questions for TAC:

• What insights do these analyses provide about approaches for developing a CCR indicator for the ISBE system?

• What analysis plan will help ISBE and the TAC evaluate promising practices? Materials:

2:45 FUTURE INDICATORS

ISBE will provide a preview of indicators planned for inclusion in the accountability system in the future. These include:

• P-2

• Additional Elementary and Middle School SQSS indicator(s)

• Fine arts

These indicators are still in development, and ISBE seeks TAC’s ongoing guidance for establishing operational definitions, implementation guidance, and validation plans.

Questions for TAC

• What are some promising practices for defining, implementing, or reporting these or related indicators in other states or districts?

• What analyses should be prioritized for near or longer term to inform ISBE’s work? • What guidance does the TAC have to help shape an initial validation plan which can be revisited in December?
