Motorola Solutions announced on May 13 that the Center for Control, Command, Communication, Computing and Coordination (C5) of the State of Jalisco has signed a five-year agreement to comprehensively modernize its statewide public safety communications network. The upgrade aims to improve real-time coordination among public safety agencies connected to C5 Escudo Jalisco, including state police, municipal police, and federal organizations.
The modernization is intended to enhance emergency response and security for more than 8.8 million residents in Jalisco as well as prepare the state for a major international sporting event scheduled for June 2026. According to Motorola Solutions, the new system will use Project 25 (P25) interoperable land mobile radio technology and enable effective collaboration with federal entities such as the Secretariat of National Defense (SEDENA) and the Secretariat of the Navy (SEMAR), along with emergency services.

The solution includes Critical Connect from Motorola Solutions—a secure cloud-based interoperability platform connecting LMR and broadband networks across different devices. For example, in case of a critical security incident outside a packed stadium, an officer equipped with radio could communicate directly with other officers from Police, SEMAR or SEDENA using both radio and broadband capability. This setup enables quick coordination aimed at maintaining safety for attendees and nearby residents.
