The new bill authored by U.S. Rep. Sean Casten in the U.S. House aims to strengthen financial oversight by addressing climate-related risks through dedicated committees and regulatory updates, according to the U.S. Congress.

H.R.7246 was introduced on Jan. 27, 2026 during the 2026 regular session of the 119th Congress. The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

In essence, this bill establishes the Climate Financial Risk Committee and the Climate Financial Risk Advisory Committee under the Financial Stability Oversight Council to address climate-related financial risks. The Climate Financial Risk Committee will identify priority areas for risk assessment, share information and standards, and collaborate on data analysis, while the Advisory Committee will aid in gathering insights and making recommendations on risks. The Council is mandated to publish a comprehensive report within 270 days of enactment and annually thereafter, evaluating the impact of climate risks on financial stability and regulatory preparedness. Additionally, the bill requires updates on supervisory guidance regarding climate risks for financial institutions, and mandates data collection on climate-related insurance risks. The Federal Insurance Office is instructed to produce a report on climate financial risk in the insurance sector within one year. This bill aims to enhance the ability of financial regulatory systems to address the impacts of climate change.

The bill was introduced by Rep. Sean Casten (Democrat-IL-6th District) and co-sponsored by Rep. Yassamin Ansari (Democrat-IL-3rd District), Rep. Suzanne Bonamici (Democrat-IL-1st District), and Rep. Julia Brownley (Democrat-IL-26th District), along with nine other sponsors.

Congressional bills can originate in either the U.S. House of Representatives or the U.S. Senate, except for revenue-related measures, which must begin in the House. After introduction, bills are assigned to committees for review, hearings, amendments and debate before they can advance to a vote in each chamber. If both chambers approve identical versions, the legislation is sent to the president, who may sign it into law or veto it. Congress operates in two-year terms, with each term numbered sequentially and divided into two annual sessions. The legislative process and official bill records are maintained by the U.S. Congress and published through Congress.gov.
