The Illinois Senate Insurance Committee voted unanimously last week to approve Senate Bill 3114, a measure supported by the Illinois State Medical Society (ISMS), according to a March 20 announcement. The bill aims to limit the practice of automatic “downcoding” by health insurers, which can affect physician reimbursement and impact the financial stability of medical practices in Illinois.
The legislation is now moving forward for consideration by the full Senate. Supporters say the bill would establish requirements for reviewing physicians’ clinical notes before making downcoding decisions and mandate that physicians receive notification when claims are downcoded, including an explanation of the clinical justification. The proposal also provides opportunities for physicians to appeal such decisions.
ISMS said it will continue advocating for both Senate Bill 3114 and House Bill 4735, which are collectively referred to as the “Transparency in Downcoding Act.”
