Illinois Racing Board Met Jan. 21.

Here is the minutes provided by the board:

A regular meeting of the Illinois Racing Board was held at the James R.  Thompson Center (JRTC), Chicago, Illinois and via WebEx Audio Conferencing starting at 10:00 a.m. The  following Board members participated: Chairman Dan Beiser, Commissioners Leslie Breuer Jr, Marcus Davis,  Charles MacKelvie, Benjamin Reyes, and Leslye Sandberg. Staff members Domenic DiCera (JRTC), John Gay  (JRTC), Bob Denneen (JRTC), Michael Belmonte, and Donald Marquez also participated.  

LICENSEE REQUESTS 

Commissioner Reyes moved for approval of a race official at Hawthorne Race Course for calendar year 2021.  Commissioner Sandberg seconded the motion. The motion passed unanimously (6-0) by roll call vote.  

Commissioner Sandberg moved for approval of the following change to Arlington Park’s existing stall  application pursuant to rule 1314.150 of the Illinois Racing Board adopted rules. All Trainers shall maintain at  all times General Liability insurance with coverage of no less than $1,000,000 per occurrence, and $2,000,000  in the aggregate. Commissioner Reyes seconded the motion. The motion passed unanimously (6-0) by roll call  vote.  

BOARD REQUESTS 

Commissioner Breuer moved for approval of the following contracting goals for 2021 for organization licensees  pursuant to Section 12.2 of the Illinois Horse Racing Act. Minority owned businesses – 11%, Female owned  businesses – 7%, Businesses owned by persons with disabilities – 2%. Commissioner Reyes seconded the  motion. The motion passed unanimously (6-0) by roll call vote. 

Commissioner Sandberg moved to certify the following recapture amounts for calendar year 2021. 

Arlington Park                                             $ 4,948,020 

Hawthorne Race Course Thoroughbred    $ 2,879,530 

Hawthorne Race Course Harness             $ 2,320,525 

Fairmount Park Thoroughbred                   $ 1,934,464 

Fairmount Park Illinois Colt Stakes Fund   $      44,437 

TOTAL 2021 Recapture                                       $ 12,126,976 

Commissioner Davis seconded the motion. The motion passed unanimously (6-0) by roll call vote. 

APPROVAL OF MINUTES 

Commissioner Reyes moved to approve the minutes of the November 17, 2020 board meeting. Commissioner  Davis seconded the motion. The motion passed unanimously (6-0) by roll call vote. 

ADJOURMENT 

At 12:14 PM., Commissioner Davis moved to adjourn the meeting. Commissioner Sandberg seconded the  motion. The motion passed unanimously (6-0) by roll call vote.
