Here are the minutes provided by the board:

A regular meeting of the Illinois Racing Board was held at 555 W. Monroe, Chicago, Illinois and via WebEx Audio Conferencing starting at 10:00 a.m. The following Board members participated: Chairman Dan Beiser, Commissioners Leslie Breuer Jr, Marcus Davis, Beth Doria, Lydia Gray, Alan Henry, Charles MacKelvie, Benjamin Reyes, Leslye Sandberg and John Stephan. Staff members Domenic DiCera (JRTC), John Gay (JRTC), Bob Denneen (JRTC), Michael Belmonte, and Donald Marquez also participated

LICENSEE REQUESTS:

Commissioner Reyes moved for approval of race officials at Fairmount Park, Inc for calendar year 2022. Commissioner Davis seconded the motion. The motion passed unanimously (10-0) by roll call vote.

Commissioner Breuer moved for approval of race officials at Suburban Downs, Inc for calendar year 2022. Commissioner Gray seconded the motion. The motion passed unanimously (10-0) by roll call vote.

Commissioner Davis moved for approval of the following contracting goals for 2022 for organization licensees pursuant to Section 12.2 of the Illinois Horse Racing Act. Minority owned businesses – 11%, Female owned businesses – 7%, Businesses owned by persons with disabilities – 2%. Commissioner Sandberg seconded the motion. The motion passed unanimously (10-0) by roll call vote.

Commissioner Reyes moved to certify the following recapture amounts for calendar year 2022. Hawthorne Race Course Thoroughbred $ 3,282,986, Hawthorne Race Course Harness $ 1,873,922, Fairmount Park Thoroughbred $ 1,889,347, Fairmount Park Illinois Colt Stakes Fund $ 22,224 for a total 2022 recapture amount of $ 7,068,479 Commissioner Doria seconded the motion. The motion passed unanimously (10-0) by roll call vote

Commissioner Davis moved for approval of an intertrack wagering license at Hawthorne Race Course, Inc for calendar year 2022. Commissioner Henry seconded the motion. The motion passed (10-0) by roll call vote.

Commissioner Sandberg moved for approval of occupation licensees to operate as concessionaires for calendar year 2022. Commissioner MacKelvie seconded the motion. The motion passed unanimously (10-0) by roll call vote.

Commissioner Reyes moved for approval to vacate four live racing days in February 2022 at Suburban Downs, Inc. Commissioner Breuer seconded the motion. The motion passed unanimously (10-0) by roll call vote.

APPROVAL OF MINUTES

Commissioner Doria moved to approve the minutes of the December 16, 2021 board meeting. Commissioner Sandberg seconded the motion. The motion passed unanimously (10-0) by roll call vote.

ADJOURMENT

At 10:45 AM., Commissioner Davis moved to adjourn the meeting. Commissioner MacKelvie seconded the motion. The motion passed unanimously (10-0) by roll call vote.
