Illinois Gaming Board met March 10.

Here are the minutes provided by the board:

The Illinois Gaming Board convened for a Regular Meeting at 9:00 A.M. On March 4, 2022, Governor JB Pritzker issued a statewide disaster proclamation in response to the COVID-19 pandemic. Pursuant to Section 7(e) of the Open Meetings Act, the Board determined it was not practical or prudent, nor was it feasible, to hold an in person meeting due to the ongoing COVID-19 pandemic. Therefore, the Board held the meeting through electronic means. The meeting was accessible on the morning of March 10, 2022, via livestream at: https://multimedia.illinois.gov/igb/igb-live.html.

A roll call was taken. The following Board members were present: Chairman Charles Schmadeke, Member Marc Bell, Member Anthony Garcia and Member Dionne Hayden. Four members of the Board being present, a quorum was satisfied.

At approximately 9:03 A.M., Member Garcia moved that the Board go into closed session pursuant to Section 2(c), paragraphs (1), (4), (11), (21) and (36) of the Open Meetings Act and Section 6(d) of the Illinois Gambling Act to discuss items on the closed session agenda relating to the employment and performance of a specific employee, evidence received per the Board’s adjudicatory authority, pending litigation, the review of closed session minutes of the Regular Board Meeting held on January 27, 2022 and to deliberate on decisions of the Illinois Gaming Board in which there is discussed personal, commercial, financial, or other information obtained from any source that is privileged, proprietary, confidential, or a trade secret; or information specifically exempted from the disclosure by federal or State law. Member Bell seconded the motion. The Board approved the motion unanimously by voice vote. Thereafter, the Board held its closed session meeting through electronic means, the minutes of which are separately recorded. The Board’s closed session meeting was not accessible via livestream at https://multimedia.illinois.gov/igb/igb-live.html.

At approximately 10:05 A.M., the Board reconvened its Regular Meeting of Thursday, March 10, 2022 pursuant to the Illinois Open Meetings Act, 5 ILCS 120/1 et seq. The meeting was held through electronic means and was accessible via livestream at: https://multimedia.illinois.gov/igb/igb-live.html.

Another roll call was taken. The following Board members were present: Chairman Charles Schmadeke, Member Marc Bell, Member Anthony Garcia and Member Dionne Hayden. Four members of the Board being present, a quorum was satisfied.

APPROVAL OF OPEN SESSION MINUTES

The Board voted unanimously to approve the open session minutes from its Regular Meeting held on January 27, 2022.

BOARD MEMBER COMMENTS

None.

ADMINISTRATOR’S REPORT

Administrator Fruchter began the meeting by noting that March is National Problem Gambling Awareness month. The Administrator reiterated the Board’s commitment to maintaining the safety of Illinois gaming including working with licensees and others stakeholders to encourage responsible gaming, address problem gambling head on and to assure that those who need help get the support, resources and services they deserve and that they do so without stigmatization.

In response to the recent Russian invasion of Ukraine, Administrator Fruchter announced that the IGB is temporarily suspending all wagering activity involving Russian or Belarusian sports, events, leagues and competitions.

Administrator Fruchter mentioned two recent amendments to the Sports Wagering Act that have taken effect. He noted that in-person registration for the creation of a sports wagering account is no longer required and that Illinois patrons are now allowed to place wagers on Illinois collegiate teams under a two-year pilot program.

Administrator Fruchter reported that there are currently 7,910 licensed Video Gaming Location Establishments operating approximately 42,476 VGTs. The Administrator noted that 4,775 of the Establishments are currently hosting more than 5 VGTs, while 40,861 of the VGTs are operating on the enhanced $4 maximum bet software. In January 2021, VGTs generated Net Terminal Income of $195,478,232 which generated $66,462,240 in tax revenue. The State received approximately $56,688,383 in taxes while local municipalities received $9,773,856 in taxes. Illinois casinos generated Adjusted Gross Receipts (“AGR”) of $87,766,731, which resulted in State taxes of $9,882,043 and local host community taxes of $4,964,138. Sports wagering generated AGR of $66,219,203, which yielded State taxes of approximately $9,932,880. In total, Illinois received $91,241,300 in gaming tax revenue from January, comprised of $76,503,306 in State taxes and $14,737,994 in local taxes.

CASINO

OWNERS LICENSEE ITEMS

• Request for Preliminary Suitability for Owners License – Danville Development, LLC

The Board voted unanimously to find Danville Development, LLC preliminarily suitable for an Owners license.

OCCUPATIONAL LICENSEE ITEMS

Level 1 License Applications – Approvals

The Board voted unanimously to adopt the staff’s recommendation to grant Mark Francis Ahlden a Level 1 Occupational license in his position as Senior Internal Auditor at Par-A-Dice Gaming Corporation d/b/a Par-A-Dice Hotel Casino.

The Board voted unanimously to adopt the staff’s recommendation to grant Shelly Jean Henson a Level 1 Occupational license in her position as Senior Internal Auditor at The Rock Island Boatworks d/b/a Bally’s Quad Cities Casino & Hotel.

The Board voted unanimously to adopt the staff’s recommendation to grant Mark Allen Johnson a Level 1 Occupational license in his position as Director of Slot Operations at 815 Entertainment, LLC d/b/a Hard Rock Casino Rockford.

Level 2 and Level 3 License Applications – Approvals

The Board voted unanimously to adopt the staff’s recommendation to approve 79 Level 2 and 84 Level 3 occupational license applicants.

Occupational License Renewals by the Administrator

Pursuant to the authority delegated by the Board on June 11, 2020, the Administrator renewed the Level 1, 2, and 3 licenses of individuals who were licensed or renewed in February or March 2021 and who have properly updated their applications and complied with the requirements of the Illinois Gambling Act and the Board’s Rules.

SUPPLIER LICENSEE ITEMS

License Renewals

Pursuant to the authority delegated by the Board on June 11, 2020, the Administrator renewed the Casino Supplier license of Patriot Gaming & Electronics, Inc. for a period of four years, expiring in February 2026.

The Administrator further renewed the Casino Supplier license of SUZOHAPP Gaming Solutions, LLC for a period of four years, expiring in March 2026.

SPORTS WAGERING

SUPPLIER LICENSEE ITEMS

• Swish Analytics Illinois Inc.

The Board voted unanimously to grant Swish Analytics Illinois Inc. a Sports Wagering Supplier license for a period of four years, expiring in March 2026. Furthermore, the Board found the following individuals and entities suitable as key persons:

Level 1, 2, and 3 License Renewals – Administrator Delegation

Pursuant to the authority delegated by the Board on June 11, 2020, the Administrator renewed the Level 1, 2, and 3 Sports Wagering licenses of the individuals who were licensed or renewed in February or March 2021 who have properly updated their applications and complied with the requirements of the Sports Wagering Act and the Board’s Rules.

VIDEO GAMING

VIDEO GAMING MANUFACTURER, DISTRIBUTOR, SUPPLIER LICENSE RENEWALS

Initial License – Administrator Delegation

Pursuant to the authority delegated by the Board on June 11, 2020, the Administrator issued a Video Gaming Distributor license to Patriot Gaming & Electronics Inc. for a period of four years, expiring in February 2026.

License Renewals – Administrator Delegation

Pursuant to the authority delegated by the Board on June 11, 2020, the Administrator renewed the Video Gaming Distributor license of SUZOHAPP Gaming Solutions, LLC for a period of four years, expiring in March 2026. The Administrator further renewed the Video Gaming Supplier license of Patriot Gaming & Electronics Inc., retroactive to February 2022 and expiring in February 2026.

TERMINAL OPERATOR LICENSEE ITEMS
