Illinois Labor Relations Board State Panel met June 9.

I. OPENING OF MEETING 11:00 P.M.— via video conference: 160 N. LaSalle Street, Room S-401, Chicago, IL and 801 S. 7th Street, Suite 1200A, Springfield, IL
II. PRESENT
William Lowry, Chairman of the Board; John S. Cronin, Member of the Board; attended in-person at the Chicago Office; Kendra Cunningham, Member of the Board attended via video conference; Jeff Mears, Member of the Board attended via video conference; Helen J. Kim. General Counsel participated in-person at the Chicago Office; Kimberly Stevens, Executive Director, and staff members participated via videoconference.
III. APPROVAL OF MINUTES OF REGULAR MEETING HELD May 12, 2022
Chairman Lowry called for approval of the minutes of the May 12, 2022, meeting. Member Mears moved to approve the minutes. Member Cunningham seconded. The Board passed the motion unanimously, by a voice vote.
IV. ADMINISTRATIVE MATTERS
Chairman Lowry asked Executive Director Stevens to present the reports. She presented the reports and summarized their highlights.
V. REVIEW OF PROPOSED WRITTEN DECISIONS AND ORDERS
A. Case No. S-CA-22-002
Midlothian Professional Fire Fighters Association Local No. 3148, IAFF and Village of Midlothian
General Counsel Kim called and presented the case. Member Cronin made a motion to approve the proposed written decision. Member Cunningham seconded the motion. The Board passed the motion unanimously, by voice vote.
B. Case No. S-CB-22-006
Paulette McKinnis and Service Employees International Union, Local 73
General Counsel Kim called and presented the case. Member Cronin made a motion to approve the proposed written decision. Member Mears seconded the motion. The Board passed the motion unanimously, by voice vote.
VI. BOARD ACTIONS
A. S-CA-22-005
International Brotherhood of Teamsters, Local #50 and Village of Washington Park
General Counsel Kim called and presented the case. After discussion, the Board decided not to review the case on its own.
A. S-CA-21-084
American Federation of State, County and Municipal Employees, Council 31 and County of DuPage (DuPage Care Center)
General Counsel Kim called and presented the case. After discussion, Member Cunningham made a motion to revers and remand the partial dismissal. Member Mears seconded the motion, and the Board passed it unanimously, by a voice vote.
VII. EXECUTIVE SESSION
After a short discussion regarding whether there was a need for executive session, the Board concluded it was unnecessary.
VIII. PUBLIC COMMENT
No members of the public sought to make comments.
VIIII. ADJOURNMENT
Chairman Lowry called for a motion to adjourn. Member Mears made a motion to adjourn the meeting. Member Cronin seconded the motion, and the Board passed it unanimously, by a voice vote.
