Illinois Guardianship and Advocacy Commission Human Rights Authority Springfield Region met Jan. 31.

Here are the minutes provided by the commission:

PRESENT: James Bakunas, Abdush Shakoor, Lisa Beam and Javed Irshad.

ABSENT/EXUSED: Karen Osgood, Diana Braun

STAFF: Jon Burnet Guests: Regina Pessagno

The regularly scheduled meeting of the Human Rights Authority, Springfield Region was called to order at 5:44 p.m. by the Springfield Region Chair, James Bakunas.

It was determined that a quorum was not present but that appropriate business could be conducted. Lisa read the confidentiality statement.

Minutes: Minutes from the November 29, 2022 meeting cannot be approved until the next regular meeting with a quorum.

Communications:

The HRA welcomed Ms. Pessagno, prospective new member of the committee. The HRA will return to in-person meeting in May 2023 when the executive emergency order ends.

NEW BUSINESS

Ratifications for case acceptance:

Ratifications for case closures: none

New complaints:

20-050-9004 A patient is not allowed to keep his books in his room and as to retrieve them from the nurses’ desk. Lisa moved to not accept the case for investigation since the patient is no longer at the facility, but have Jon inquire of any related rules. Shakoor seconded, and the motion carried. Follow up votes received.

20-050-9005 A school for students with disabilities has students arrested for behavioral problems. Lisa moved to table acceptance of the case for investigation pending more information of agencies already involved. Jay seconded, and the motion carried. Follow up votes received.

20-050-9006 An ICF resident’s clothes are not being washed, some clothes are missing, the resident has urine-soaked clothes, the resident does not like the food and his room is changed.

Shakoor moved to table acceptance of the case for investigation pending more information of public health involvment. Lisa seconded, and the motion carried. Follow up votes received.

UNFINISHED BUSINESS

The HRA did not enter Executive Session without a quorum pursuant to the Guardianship and Advocacy Act (20 ILCS 3955/21) and the Open Meetings Act (5 ILCS 120/2) but carried on with appropriate business.

Reports for acceptance:

None were presented.

Accept responses, close and publish:

19-050-9010 (Broadstep) The facility resolved the outstanding issue during the investigation and a response was not required. Lisa moved to close and publish the case. Shakoor seconded, and the motion carried. Follow up votes received.

19-050-9014 (Springfield Memorial) The HRA prefers to postpone closure until a required response is received. Shakoor moved to table closure pending receipt of a response. Jay seconded, and the motion carried. Follow up votes received.

Other unfinished business, announcements and comments:

The next meeting will be held Tuesday, February 28, 2023.
