The Illinois Generative AI and Natural Language Processing Task Force has released a comprehensive report analyzing the impact of generative AI on various sectors in the state. This report, a first for Illinois, addresses how generative AI affects civil rights, education, labor, consumer protections, and the environment. It also provides recommendations for AI regulations and standards.
The task force is led by co-chairs Rep. Abdelnasseer Rashid (D-Bridgeview) and Sen. Robert Peters (D-Chicago), along with Secretary Sanjay Gupta of the Department of Innovation & Technology (DoIT). Labor leaders from AFSCME Council 31, SAG-AFTRA, and others such as Rep. Jennifer Gong-Gershowitz (D-Glenview) and the ACLU contributed to the report.
Rep. Rashid emphasized the importance of responsible AI usage in Illinois: “This report serves as both a call to action and a roadmap for ensuring that generative AI is harnessed responsibly in Illinois.” He stressed fostering innovation while safeguarding privacy, equity, and public trust through transparency and accountability.
Sen. Peters noted both challenges and opportunities presented by generative AI: “This report is a crucial step toward ensuring Illinois can harness this technology responsibly." He highlighted the need for clear standards to ensure AI serves public interests rather than corporate ones.
Secretary Sanjay Gupta underscored cybersecurity concerns: “As we embrace generative AI...we must recognize the unique cybersecurity risks they pose.” The report calls for robust security measures to mitigate these risks while improving public services.
Richard Shavzin of SAG-AFTRA acknowledged worker protections enacted by state leadership but warned about ongoing threats posed by unchecked generative AI.
Generative AI's effects were examined across seven areas:
1. **Labor**: Concerns include job displacement due to automation. The report suggests training programs and stronger worker protections.
2. **Civil Rights**: Risks like algorithmic bias are addressed with calls for stronger laws against deepfakes.
3. **Consumer Protections**: Recommendations include laws ensuring transparency in marketing and data control.
4. **Environment**: The report advocates for energy-efficient practices in AI development.
5. **Education**: Potential inequalities require regulation to prevent teachers' replacement by AI.
6. **Cybersecurity**: Enhanced measures are needed to combat sophisticated cyber threats.
7. **Public Service Delivery**: Transparency in government use of AI is emphasized.
Key policy recommendations focus on reskilling workers, protecting civil rights, regulating political deepfakes, enhancing privacy laws, and fostering sustainable development of AI technologies.
“This report is the first step towards a holistic approach to good generative AI governance in Illinois,” said Rep. Rashid, who plans to propose extending the task force's work into future monitoring efforts.
