Agenda

I. Welcome:

a. Tim Lavery calls the meeting to order, and roll call is conducted.

b. Quorum is not met, two members were not present at the last meeting and asked to abstain from voting, due to this meeting minutes will be voted upon next meeting

II. Old Business

a. Vote meeting minutes: March 24, 2025

III. New Business

a. Planning - State Fiscal Year 2025 report

i. This meeting and next meeting will be focusing on the report which is due in two months

ii. Task Force review for FY25 Report will be from 5/29-6/13

b. Discussion – Firearm Prohibitor Reporting Training and Awareness

i. Known Training Efforts – Past, Present, Future

1. Went over previous discussed efforts by ISP (clear and present danger trainings) and DHS (currently only doing FOID trainings)

2. Discussed possibly mentioning in the report exploring groups not currently targeted by ISP and DHS trainings

a. ISP is currently targeting the two specific groups that are required to report and are hoping to expand number of people who come to trainings

b. For behavioral health reporting, it may expand past behavioral health providers and a discussion was hand on who would report this (behavioral health providers within the justice system would theoretically be reporting in correctional and juvenile justice facilities)

3. Discussed former presentations on current/former prohibitor reporting trainings

a. An update was given on ISP red flag laws training

b. Discussed logistical and jurisdictional duties for Karina’s Law

c. DHS awareness memo is on hold but being drafted

ii. Future Training Needs

1. Public facing online trainings from ICJIA that would act as a stable fixture (unknown which type of training this was referring to since member that submitted it was not present)

2. Would need to know if there was user demand for something like this

iii. Karina’s Law implementation issues

1. AOIC is working on standardized forms for execution of Karina’s Law

2. Continued to discuss possible implementation concerns for Karina’s Law

c. Talked about including the following topics in the report:

i. Focus on training/awareness (may change phrasing on this to reflect discussions of todays meeting)

ii. Use of FRO’s

iii. Explicitly narrow focus of task force

iv. Support for LiveScan dissemination

v. List and describe current and past training efforts

vi. Describe CHRI processes and associated challenges

IV. Public Comment

a. Tim asks if there are any members of the public present for public comment, however, no one is present.

V. Adjournment

a. Tim asks for a motion to adjourn, Jim motions, and Christopher seconds.
