I. Welcome: Call to order and roll call

a. Tim asked Briana to take roll call. Quorum was present.

II. Summary: 2025 Firearm Prohibitors and Records Improvement Task Force Annual Report

a. Tim updated the task force on current membership and summarized the previous reports' content

III. Presentation: Illinois funding pursuant to Byrne State Crisis Intervention Program (SCIP) for Extreme Risk Protection Order (ERPO) implementation

a. William Burr discussed the intervention program that funds state-level agencies and requires the creation of a crisis intervention advisory board.

b. Illinois was awarded over $9 million in January 2023, funding began in February, and the Crisis Intervention Advisory Board was convened in June of 2023

c. Funds can be used for: support crisis intervention programming from law enforcement, support FRO implementation, including training and public awareness, expand mental health and veterans’ treatment courts, extend court-based programs, and develop deflection and diversion to behavioral health treatment and services.

d. Discussed differences with ex parte orders and final orders.

e. Went over the organization and priorities of the Crisis Intervention Advisory Board

f. Highlighted current efforts like outreach and training with the Illinois State Police, Compliance & Enforcement with CPD and Lake County State’s Attorney’s office, and local implementation funding with Cook County’s Sheriff’s Office and Lake County State’s Attorney’s office.

g. Discussed barriers to implementation, like having grant funding that does not require match funding from organizations.

h. Facilitated a conversation to identify the best way to focus efforts.

i. Discussed local level sheriff offices other than Cook County

ii. Discussed issues with ICJIA reporting requirements.

iii. Identified court-based infrastructure that can be built out under this grant.

iv. Discussed FRO’s, remedies of protection, and nuances within domestic violence cases and law.

v. Identified ways to engage southern Illinois counties and jurisdictions.

vi. Discussed application exhaustion, huddles to applying, and other potential hurdles to applying for ICJIA funds.

IV. Discussion: FY2026 Task Force topical areas

a. Next meeting will be a planning meeting to discuss the task force's direction on FRO’s and Karina’s Law
