ILLINOIS DEPARTMENT OF INNOVATION AND TECHNOLOGY: Illinois DoIT's Inaugural Year Brings Digital Progress for State

Illinois Department of Innovation and Technology issued the following announcement on Aug. 8.

Illinois Department of Innovation & Technology (DoIT) observes one year as a state agency, recognizing digital achievements accomplished during the initial year. Established by law in July of 2018 through the unanimous, bipartisan vote of House Bill 5611, DoIT brings an enterprise approach to technology for the State of Illinois.

"My administration is committed to advancing innovation and technology so that state government delivers the services the people of Illinois deserve, and I'm confident that Ron Guerrier and the team at the Department of Innovation & Technology will make a difference for our residents," said Illinois Governor JB Pritzker. "DoIT shares my priority of improving the way we deliver services and information to Illinoisans and I look forward to how they collaborate with other state agencies to achieve that objective."

"It's truly an honor to return to Illinois and serve my home state. I am prioritizing foundational objectives to establish a solid IT framework for our state," commented Ron Guerrier, Illinois CIO and DoIT Acting Secretary. "By focusing on architecture, service management, data analytics, program management and information security, DoIT will be better positioned to serve our agency customers."

Notable progress is underway by DoIT to improve IT operations for the State of Illinois and key milestones have already been achieved including:

• Formation of a federated model for the IT unification of more than 38 state agencies, boards, and commissions using vertical alignments for the use of shared resources and strategic initiatives.

• Strengthening the State's security posture and launching Illinois' first Security Operations Center (SOC) to provide 24/7 cyber monitoring for operations.

• Advancing the Enterprise Resource Planning (ERP) program to 46 agencies live on the system, bringing standardized business processes and new levels of transparency and compliance.

• Migrating outdated phones lines to a more secure and modern infrastructure, lowering the overall cost of telecommunications and improving collaboration tools across the State.

• Partnering with the State Board of Elections to develop the Cyber Navigators program to strengthen security at election jurisdictions throughout Illinois.

DoIT hosted a Supplier Day recently in Chicago to share information about the agency's intended direction for innovation and technology and to encourage the advancement of solution delivery with a diverse pool of suppliers. A downstate event is being planned soon. The event was well-attended and received positive feedback from participants.

"At the Women's Business Development Center (WBDC), every day we work with IT companies, both Information and Innovation Technology," said Freida Curry, Managing Director, Government and Innovation Services, WBDC. "A common challenge for these business owners is determining which government agencies and departments buy the particular type of IT services they sell. One of the valuable benefits of the DoIT Supplier Day is that participants had an opportunity to learn about the specific service needs and areas of focus from 8 CIOs. This will assist IT firms in developing strategies targeted to the most relevant buyers for the products and services they sell."

DoIT looks ahead to a successful second year with advancements in the foundational areas, continued collaboration with agencies to strengthen solution delivery for Illinois residents, transitioning additional agencies onto the ERP platform, improving connectivity through investments in the Illinois Century Network (ICN), growing STEM outreach initiatives for Illinois, and cultivating an innovation ecosystem through collaboration and process improvements.
