More than 40 people have been found guilty of election or voter fraud in Illinois since the year 2000, according to a Heritage Foundation database that details such cases nationwide.
The last-known residences of those who committed voter fraud in Illinois were concentrated in St. Clair, Lake and Cook counties, the database shows.
The incidents listed by the foundation included Russel Withers, the owner of several radio and television stations, who pled guilty to duplicate voting in the 1998 and 2000 elections in Colorado and Illinois.
The cases also include Margarita Del Pilar Fitzpatrick, a noncitizen who voted in the 2006 federal election and was subsequently deported to Peru, and Elizabeth Dag Um Keathley, another noncitizen who voted illegally. A third case of ineligible voting was that of Kenya citizen Anthony Kimani, who was ordered deported in 2009.
Other types of voter fraud identified in the database include absentee ballot fraud, the purchasing of votes, impersonation fraud while voting, ballot petition illegalities, altering vote counts and fraudulent registrations.
Nationwide, the analysis uncovered 1,217 instances of voter fraud, including more than 1,000 criminal convictions and 48 civil penalties.
