Here is the minutes provided by the board:

I. OPENING OF MEETING 1:00 P.M.— via video conference: 160 N. LaSalle Street, Room S-401, Chicago, IL and 801 S. 7th Street, Suite 1200A, Springfield, IL

II. PRESENT

William Lowry, Chairman of the Board; John S. Cronin, Member of the Board; Jose Gudino, Member of the Board; Helen Kim, General Counsel; Anna Hamburg-Gal, Associate General Counsel; and staff members participated via video conference from the Chicago location. Kendra Cunningham, Member of the Board; Kimberly Stevens, Executive Director; participated via video conference from the Springfield location. Thomas Willis, Member of the Board was absent

III. APPROVAL OF MINUTES OF REGULAR MEETING HELD September 10, 2020

Chairman Lowry called for approval of the minutes of the September 10, 2020 meeting. Member Gudino moved to approve the minutes. Member Cronin seconded. The Board passed the motion unanimously, by a roll call and voice vote.

IV. ADMINISTRATIVE MATTERS

Chairman Lowry asked Executive Director Stevens to present the reports. She presented the reports and summarized their highlights.

V. REVIEW OF PROPOSED WRITTEN DECISIONS AND ORDERS

A. Case No. S-CA-19-011

Jason Smith and Chief Judge of the Circuit Court

General Counsel Kim called the case. Member Gudino made a motion to approve the proposed written decision. Member Cronin seconded the motion, and the Board passed it unanimously, by a roll call and voice vote.

B. Case No. S-CA-20-099

American Federation of State, County and Municipal Employees, Council 31 and County of Rock Island (Hope Creek Care Center)

General Counsel Kim called the case. Member Gudino made a motion to approve the proposed written decision. Member Cunningham seconded the motion, and the Board passed it unanimously, by a roll call and voice vote.

VI. BOARD ACTIONS

1. Case No. S-CA-18-092

Metropolitan Alliance of Police, Bolingbrook Chapter 3 and Village of Bolingbrook (Police Department)

General Counsel Kim called the case. After discussion, Member Cunningham moved to accept the Administrative Law Judge’s Recommended Decision and Order. Member Gudino seconded the motion, and the Board passed it unanimously, by a roll call and voice vote.

2. Case Nos. S-CA-17-137 and S-CA-18-067

Int’l Union of Operating Engineers, Local 150 and Algonquin Township Highway Department and Int’l Union of Operating Engineers, Local 150 and Algonquin Road District, a/k/a Algonquin Township Highway Department

General Counsel Kim called the case, noted that Administrative Law Judge Sharon Purcell issued a Recommended Decision and Order with no exceptions filed and asked whether the Board wished to review the decision on its own motion. The Board declined to do so.

3. Case No. S-CA-19-118

Chicago Newspaper Guild and Chief Judge of the Circuit Court of Cook County

General Counsel Kim called and presented the case. After discussion, Member Cunningham moved to accept the Executive Director’s dismissal. Member Cronin seconded the motion, and the Board passed it unanimously, by a roll call and voice vote.

4. Case No. S-CA-20-050

Int’l Brotherhood of Teamsters, Local 700 and Clerk of the Circuit Court of Cook County

General Counsel Kim called and presented the case. After discussion, Member Cunningham moved to remand for hearing. Member Gudino seconded the motion, and the Board passed it unanimously, by a roll call and voice vote.

VII. EXECUTIVE SESSION

After a short discussion regarding whether there was a need for executive session, the Board concluded it was unnecessary. VIII. PUBLIC COMMENT

No members of the public sought to make comments.

IX. ADJOURNMENT

Chairman Lowry called for a motion to adjourn. Member Gudino moved to adjourn the meeting, and the Board passed it unanimously, by a roll call and voice vote.
