Illinois Labor Relations Board Local Panel Met Sept. 10.

I. OPENING OF MEETING 10:00 A.M.—160 North LaSalle Street, S-401, Chicago, IL
II. PRESENT
Robert M. Gierut, Chairman of the Local Panel; Charles E. Anderson, Member of the Local Panel; Angela C. Thomas, Member of the Local Panel; Helen J. Kim, General Counsel; Anna Hamburg-Gal, Associate General Counsel; and staff members participated by video conference. Kimberly F. Stevens, Executive Director participated by video conference from the Springfield office.
III. APPROVAL OF MINUTES OF REGULAR MEETING HELD August 13, 2020
Chairman Gierut called for approval of the minutes of the August 13, 2020 meeting. Member Anderson moved to approve the minutes. Member Thomas seconded. The Board passed the motion unanimously, by a roll call and voice vote.
IV. ADMINISTRATIVE MATTERS
Chairman Gierut asked Executive Director Stevens to present the reports. She presented the reports and summarized their highlights.
V. REVIEW OF PROPOSED WRITTEN DECISIONS AND ORDERS
A. Case No. L-CA-17-062
Amalgamated Transit Union, Local 308 and Chicago Transit Authority
General Counsel Kim called the case. Member Anderson made a motion to approve the proposed written decision. Member Thomas seconded the motion, and the Board passed it unanimously, by a roll call and voice vote.
B. Case No. L-CB-19-048
Jamie Hurley and Service International Employees, Local 7
General Counsel Kim called the case. Member Anderson made a motion to approve the proposed written decision. Member Thomas seconded the motion, and the Board passed it unanimously, by a roll call and voice vote.
VI. BOARD ACTIONS
1. Case No. L-CA-16-066
Timothy Parker and County of Cook and Cook County Sheriffs
General Counsel Kim called and presented the case. After discussion, Member Thomas moved to adopt and modify the Administrative Law Judge’s Recommended Decision and Order and dismiss the case. Member Anderson seconded the motion, and the Board passed it unanimously, by a roll call and voice vote.
2. Case No. L-CB-20-006
Debra Larkins and International Brotherhood of Teamsters, Local 700
General Counsel Kim called and presented the case. After discussion, Member Anderson made a motion to grant variance to accept the appeal and to accept the Executive Director Dismissal. Member Thomas seconded the motion, and the Board passed it unanimously, by a roll call and voice vote
VII. EXECUTIVE SESSION
After a short discussion regarding whether there was a need for executive session, the Board concluded it was unnecessary.
VIII. PUBLIC COMMENT
No members of the public sought to make comments.
IX. ADJOURNMENT
Chairman Gierut called for a motion to adjourn. Member Anderson made a motion to adjourn the meeting, and the Board passed it unanimously, by a roll call and voice vote.
