Illinois Guardianship and Advocacy Commission met Feb. 11.

The regular scheduled meeting of the Human Rights Authority, South Suburban Region was called to order by Pamela Cabrera, Acting Chairperson at 9:09 a.m.

PRESENT: Judith Rauls, Pamela Cabrera, Kevin Gawthrop and Carol Genutis. 

MEMBERS ABSENT: Hannah Martin

STAFF: Geraldine Boatman, HRA Regional Coordinator

GUESTS: Michael Trucco, Ingalls Hospital

Kelly Van Fleet, Amita St. Joseph Medical Center

Amy Upson, Prospective HRA member

I. CALL TO ORDER

The Acting Chairperson read the confidentiality statement. It was determined that a quorum was not present, but all business could be discussed.

II. COMMUNICATION

The December 12th, 2019 and February 13th, April 23rd, June 11th, August 13th, September 12th, November 12th, and December 10th, 2020 Meeting Minutes could not be approved because a quorum was not present.

III. NEW COMPLAINTS

21-040-9006 (Psychosocial Program) The complaint was discussed at the meeting. The consensus of the members present was to not accept the complaint for investigation because the recipient withdrew the complaint. The HRA Coordinator attempted to poll Ms. Martin but she could not be reached for her vote concerning the complaint after the meeting. The case will be reviewed at the next regional meeting.

22-040-9001 (DD Facility) The complaint was discussed at the meeting. The consensus of the members present was to accept the complaint for investigation. A signed release for investigation was received. The HRA Coordinator attempted to poll Ms. Martin but she could not be reached for her vote concerning the complaint after the meeting. The case will be reviewed at the next regional meeting.

IV. UNFINISHED BUSINESS

A closed session was not convened due the meeting being held via teleconference and privacy issues.

There was one new case assignment.

22-040-9001 (DD Facility) Kevin Gawthrop is assigned to the investigation pending case acceptance.

Progress Reports

20-040-9007 (Silver Oaks Behavioral Hospital) A virtual meeting with the hospital’s staff was done. This case needs a report.

20-040-9011 (Ingalls Hospital) A virtual meeting with the hospital’s staff was done. Also, the case was discussed with the provider’s attorney at the regional meeting on today. A report will be reviewed at the next regional meeting.

20-040-9012 (Timberline Knolls Treatment Center) A virtual meeting with the facility’s staff will be scheduled.

20-040-9014 (Silver Oaks Behavioral Hospital) A virtual meeting with the hospital’s staff was done and additional information was requested.

20-040-9016 (Radius Foundation) A copy of the record was received

20-040-9018 (Joliet Nursing Home) A copy of the record has not been received. 

21-040-9001 (Advocate South Suburban Hospital) A virtual meeting with the hospital’s staff will be scheduled.

21-040-9002 (Amita Health St. Joseph Medical Center) A virtual meeting with the hospital’s staff will be scheduled. The case status was discussed with the provider’s representative at the regional meeting on today.

20-040-9003 (Timberline Knolls Residential Treatment Center) A response was reviewed at the meeting.

20-040-9004 (Palos Community Hospital) A report was reviewed at the regional meeting on December 10th, 2020.

21-040-9003 (Advocate Christ Medical Center) A report was reviewed at the regional meeting on today.

Closure\Accept Responses\Make Available to the Public

19-040-9015 (Franciscan Health Hospital) A response was reviewed at the meeting. The consensus of the members present was to accept the response, to close the case, and to make the report public pending Hannah Martin’s vote. The HRA Coordinator attempted to poll Ms. Martin but she could not be reached for her vote on case closure after the meeting. The case will be reviewed at the next regional meeting.

20-040-9003 (Timberline Knolls Residential Treatment Center) A response was reviewed at the meeting. The consensus of the members present was to accept the response, to close case, and to make the report public pending Hannah Martin’s vote. 20-040-9004 (Palos Community Hospital) The report contained violations. The consensus of the members present was to accept the report at its December 10th, 2020 pending Hannah Martin’s vote, which was not received and was attempted again after the February 2021 meeting. The case will be reviewed at the next regional meeting.

21-040-9003 (Advocate Christ Medical Center) The report contained violations. The consensus of the members present was to accept the report pending Hannah Martin’s vote, which was not received after the meeting. The case will be reviewed at the next regional meeting.

OTHER UNFINISHED BUSINESS

Amy Upson talked about her interest in joining the regional board as a Community Volunteer member. Ms. Upson’s application will be forward to Teresa Park, HRA Program Dorector.

The Executive Meeting Minutes for December 2019 thru November 2020 were not be reviewed due to the lack of a quorum of members present at the meeting.

The need for HRA volunteer members was discussed.

The need to schedule site visits was discussed.

The physical meeting location of the next regional public meeting is The Civic Center (Rotunda Room), 14750 Ravinia Avenue, Orland Park, IL on March 11th, 2021. Also, the regional public meeting will be held virtually and teleconference.
