Illinois Guardianship and Advocacy Commission, Human Rights Authority, Springfield Region Met March 30.

The regularly scheduled meeting of the Human Rights Authority, Springfield Region was called to order at 5:36 p.m. by the Springfield Region Chair, Tara Dunning.
It was determined that a quorum was present and that business could be conducted. Jay read the confidentiality statement.
Minutes: Lisa moved to accept the January 26, 2021 open and closed session minutes. Jay seconded and the motion carried.

New complaints:
21-050-9007 A patient was given forced medications in the hospital ED without an adequate need and his rights were not advised before a certification evaluation. Jay moved to accept the complaint for investigation. Lisa seconded and the motion carried.
21-050-9008 A patient’s right to mail and property was restricted unjustly when a recent package contents were seized and not returned. Lisa moved to accept the complaint for investigation. Diana seconded and the motion carried.
UNFINISHED BUSINESS
At 5:53 p.m., Jay moved to enter the executive/closed session pursuant to the Guardianship and Advocacy Act (20 ILCS 3955/21) and the Open Meetings Act (5 ILCS 120/2). James seconded and the motion carried. The purpose of the closed session was for discussion on any case assignments, case progress, draft reports, responses and case closures (21-050-9003, 9004; 21-9007 and 9008). The HRA returned to open session at 6:04 p.m., having taken no votes in the closed session.

21-050-9004 (McFarland MHC) The report was reviewed and there were no changes. James moved to accept the report and issue. Diana seconded and the motion carried.
