The Illinois Capital Development Board (CDB), in collaboration with the Illinois Department of Corrections (IDOC), has announced a Request for Proposal (RFP) seeking a qualified Construction Management and Owner's Advisor team. This team will manage the design and construction phases of new correctional facilities aimed at enhancing safety, security, rehabilitation, and reentry opportunities.
This initiative follows the 2024 announcement regarding capital funds allocated to address infrastructure needs at Logan and Stateville Correctional Centers. A Professional Services Bulletin (PSB #317-2) invites firms to submit proposals for this role. To be eligible, firms must complete pre-qualification with CDB by December 16, 2024.
"This RFP is a crucial step forward in the Department's mission to profoundly shift its approach to justice in Illinois," said Latoya Hughes, Acting Director of IDOC. "We're seeking a team with expertise and vision to help implement Illinois' bold investment in correctional infrastructure."
The selected team will oversee project initiation and planning, engage stakeholders, collaborate on budget development, and monitor progress. "This initiative represents a significant investment in modernizing our correctional facilities," said TJ Edwards, Executive Director of CDB.
Ongoing discussions will support collaboration among IDOC, CDB, stakeholders, designers, and contractors. The project aims to improve vocational training and therapeutic environments while reducing recidivism.
