CALL TO ORDER

Janet Ahern called the meeting to order at 2:04 p.m. A quorum was present.

APPROVAL OF MINUTES

MOTION: Kim Mann made a motion to approve the minutes May 25, 2021.

Dr. Margaret Scotellaro seconded the motion and a unanimous vote from the remaining board members carried the motion.

FOLLOW UP

Brian Chor. DCFS Immersion Sites Evaluation – Amendment.

Chapin Hall’s role in the Immersion site has evolved from when they were initially involved. In 2017, the Deputy at the time asked them to create the survey. Logistically it became a challenge to do both parts of the survey. Due to the logistical concerns, they determined to discontinue the use of the survey.

MOTION: Robin LaSota motioned to approve the proposal.

Kim Mann seconded the proposed motion and a unanimous vote from the remaining board members carried the motion.

NEW PROPOSALS

Brian Chor. DCFS Residential Care Research – Amendment.

No discussion.

MOTION: Dr. Margaret Scotellaro motioned to approve the proposal.

Bret Angelos seconded the proposed motion and a unanimous vote from the remaining board members carried the motion.

William Schneider. Income and Housing Support Experiments and Child Neglect.

How are they going to tie this data together? Will be using experimental data and link the individual data to get the child abuse or neglect outcome.

Is the rationale provided enough?

Unclear how the matching is happening. Places are not okay with sending their data so that the researcher can do the matching, they want to do the matching themselves.

Does not indicate how they will encrypt the data. Seems to think that DCFS has access to the social security numbers. Saying that he will consult with John Egan, but not that he would be getting the data from him.

If he is not affiliated with CFRC, how is he okayed to use the data. He has worked with CFRC in the past, but he has not approached them around this specific research project.

Needs information on his data acquisition – who does what and how is he getting it? What specific data is coming from what sources and in what order? What kind of data does he want from DCFS. There will be no access to social security numbers. Has CFRC has agreed to do the data matching.

MOTION: Proposal tabled until responses to questions raised by the board have been responded to.
