The Illinois GOP has announced on X that Democrats are redirecting road funds to cover budget deficits, rather than implementing structural reforms. This action, they claim, is leading to deteriorating infrastructure and fiscal mismanagement.
According to the Illinois Policy Institute, the newly enacted Illinois state budget reallocates more than $300 million from the state’s Road Fund to the General Revenue Fund. The policy think tank reports that this practice of diverting transportation funds has been used before, but this year’s transfer is one of the largest to date. Analysts at the Illinois Policy Institute argue that this move undercuts long-term investment in infrastructure and is an example of how lawmakers avoid necessary budget reforms.
The same report states that Governor J.B. Pritzker’s fiscal year 2026 budget diverts $308 million from the Road Fund, including $171 million collected from motor fuel taxes, to cover other state expenses. The Road Fund is intended for financing road construction, repair, and maintenance throughout Illinois. Its depletion is likely to delay necessary upgrades to the state’s deteriorating transportation system. The report further notes that this budget decision comes as Illinois ranks third-worst nationally for road conditions, with 18% of state roads rated as being in poor condition.
The Illinois Policy Institute also reports that while critical infrastructure money is being shifted by the budget, it allocates $237 million in new "pork" projects. Many of these projects are discretionary and benefit districts with strong Democratic representation. Critics cited by the Institute say this demonstrates a prioritization of politically motivated projects over necessary infrastructure investment. Fiscal watchdogs quoted in the same report caution that such practices reduce transparency and can compound Illinois’s existing infrastructure funding gap.
