Cary Smith has been appointed as the new Chief Operating Officer (COO) of the Illinois Deaf and Hard of Hearing Commission. Smith, who is a hearing Child of Deaf Adults from Jacksonville, Illinois, began her role on August 18, 2025.

Smith holds a bachelor’s degree from the University of Illinois at Urbana-Champaign. Her professional experience includes nine years in veterinary medicine and service with the Sangamon County Rescue Squad’s search and rescue K-9 team. Most recently, she worked as Administrative Assistant to the Chief Fiscal Officer in the Comptroller Division of the Illinois Department of Military Affairs, where she managed payroll, reconciliations, and accounts payable.

The Commission highlighted Smith’s operational background and her lifelong connection to the Deaf and Hard of Hearing community. In her personal life, Smith enjoys outdoor activities with her family.

The Commission also recognized Patty Greene, who is retiring after 36 years working for the State of Illinois—26 of those with the Commission. "Her leadership and commitment leave a lasting legacy," according to the announcement.
