Illinois Labor Relations Board State Panel met June 10.

Here are the minutes provided by the board:

I. OPENING OF MEETING 1:00 P.M.— via WebEx video conference: 160 N. LaSalle Street, Room S-401, Chicago, IL and 801 S. 7th Street, Suite 1200A, Springfield, IL

II. PRESENT

William Lowry, Chairman of the Board; John S. Cronin, Member of the Board; Jose Gudino, Member of the Board; and Thomas Willis, Member of the Board attended in-person at the Chicago Office; Kendra Cunningham, Member of the Board attended via WebEx videoconference; Helen J. Kim. General Counsel participated in-person at the Chicago Office; Kimberly Stevens, Executive Director, and staff members participated via WebEx video conference.

III. APPROVAL OF MINUTES OF REGULAR MEETING HELD May 13, 2021

Chairman Lowry called for approval of the minutes of the May 13, 2021 meeting. Member Willis moved to approve the minutes. Member Gudino seconded. The Board passed the motion unanimously, by a roll call and voice vote.

IV. ADMINISTRATIVE MATTERS

Chairman Lowry asked Executive Director Stevens to present the reports. She presented the reports and summarized their highlights.

V. REVIEW OF PROPOSED WRITTEN DECISIONS AND ORDERS

A. Case No. S-RC-19-060 and S-UC-21-018

PBPA, County of Marion, et al., and LIUNA

General Counsel Kim called the case. Member Gudino made a motion to approve the proposed written decision. Member Willis seconded the motion, the Board passed it unanimously, by a roll call and voice vote.

B. Case No. S-RC-21-036

ICOP, City of Markham, and Teamsters Local 700

General Counsel Kim called the case. Member Willis made a motion to approve the proposed written decision. Member Gudino seconded the motion, the Board passed it unanimously, by a roll call and voice vote.

C. Case No. S-RC-21-035

MAP Chapter 762, City of Park Ridge, and Teamsters Local 700

General Counsel Kim called the case. Member Willis made a motion to approve the proposed written decision. Member Gudino seconded the motion, the Board passed it unanimously, by a roll call and voice vote.

VI. BOARD ACTIONS

1. Case No. S-RC-20-038

IFPE Local 4408 and State of Illinois, CMS (DHS)

General Counsel Kim called the case, noted that Administrative Law Judge Anna Hamburg-Gal issued a Recommended Decision and Order with no exceptions filed, and asked whether the Board wished to review the decision on its own motion. The Board declined to do so.

2. Case No. S-CA-18-092-C

MAP and Village of Bolingbrook

General Counsel Kim called the case, noted that Administrative Law Judge Anna Hamburg-Gal issued a Recommended Decision and Order with no exceptions filed, and asked whether the Board wished to review the decision on its own motion. The Board declined to do so.

3. Case No. S-CA-20-120

Tammy Powell and County of Sangamon Sheriff’s Office

General Counsel Kim called and presented the case. Member Gudino moved to reverse the dismissal and remand to the Executive Director for issuance of a complaint for hearing. Member Willis seconded the motion, and the Board passed it unanimously, by a roll call and voice vote.

4. Case No. S-CB-21-006

Jonnie Bankston and AFSCME, Council 31

General Counsel Kim called and presented the case. Member Willis moved to affirm the dismissal. Member Cronin seconded the motion, and the Board passed it unanimously, by a roll call and voice vote.

VII. EXECUTIVE SESSION

After a short discussion regarding whether there was a need for executive session, the Board concluded it was unnecessary.

VIII. PUBLIC COMMENT

No members of the public sought to make comments.

IX. ADJOURNMENT

Chairman Lowry called for a motion to adjourn. Member Gudino moved to adjourn the meeting, and the Board passed it unanimously, by a roll call and voice vote.
