llinois Labor Relations Board State Panel met Sept. 23.

I. OPENING OF MEETING 11:00 P.M.— via video conference: 160 N. LaSalle Street, Room S-401, Chicago, IL and 801 S. 7th Street, Suite 1200A, Springfield, IL
II. PRESENT
William Lowry, Chairman of the Board; John S. Cronin, Member of the Board; Jose Gudino, Member of the Board; and Thomas Willis, Member of the Board attended in-person at the Chicago Office; Kendra Cunningham, Member of the Board attended via videoconference in the Springfield Office; Helen J. Kim. General Counsel, Kimberly Stevens, Executive Director, and staff members participated via video conference in the Chicago and Springfield Offices.
III. APPROVAL OF MINUTES OF REGULAR MEETING HELD August 12, 2021
Chairman Lowry called for approval of the minutes of the August 12, 2021 meeting. Member Gudino moved to approve the minutes. Member Cronin seconded. The Board passed the motion unanimously, by voice vote.
IV. ADMINISTRATIVE MATTERS
Chairman Lowry asked Executive Director Stevens to present the reports. She presented the reports and summarized their highlights.
V. REVIEW OF PROPOSED WRITTEN DECISIONS AND ORDERS
A. Case No. S-CA-21-014
Professional Fire Fighters of Elmhurst, Local 3541 and City of Elmhurst
General Counsel Kim called and presented the case. After discussion, Chairman Lowry called for a motion to approve the written decision. Member Willis made a motion to approve the proposed written decision. Member Cronin seconded the motion, the Board passed it unanimously, by a roll call and voice vote.
VI. BOARD ACTIONS
1. Case No. S-CA-18-055
Crystal Lake Professional Firefighters Association and City of Crystal Lake
General Counsel Kim called and presented the case, noted that Administrative Law Judge Sharon Purcell issued a Recommended Decision and Order (RDO) with no exceptions filed, and asked whether the Board wished to review the RDO on its own motion. After discussion, Member Willis made a motion for the Board to review the RDO. Member Gudino seconded the motion, the Board passed it unanimously, by a roll call and voice vote.
2. Case No. S-RC-21-003
International Brotherhood of Teamsters and Reaching Across Illinois Library System
General Counsel Kim called and presented the issues of the case to the Board. After discussion, Member Gudino made a motion to accept the Recommended Decision and Order. Member Cronin seconded the motion, and the Board passed it unanimously, by a voice vote.
3. Case No. S-RC-21-021
American Federation of State, County and Municipal Employees, Council 31 and Oak Lawn Public Library
General Counsel Kim called the case, noted that Administrative Law Judge Anna Hamburg-Gal, issued a Recommended Decision and Order (RDO) with no exceptions filed, and asked whether the Board wished to review the RDO on its own motion. The Board declined to do so.
VII. EXECUTIVE SESSION
After a short discussion regarding whether there was a need for executive session, the Board concluded it was unnecessary.
VIII. PUBLIC COMMENT
No members of the public sought to make comments.
IX. ADJOURNMENT
Chairman Lowry called for a motion to adjourn. Member Willis moved to adjourn the meeting. Member Cronin seconded the motion, and the Board passed it unanimously, by a roll call and voice vote.
