CALL TO ORDER

The City Council of Chester, Illinois, met in regular session in the Municipal Building, 1330 Swanwick Street. Mayor Tom Page called the meeting to order at 6:00 p.m.

PLEDGE OF ALLEGIANCE

READING OF MINUTES OF PREVIOUS MEETING

Alderman Maes moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Buckham, Maes, Rader, Allison, Platt, Dudenbostel, Hill. Nays: None. Absent: None. Motion carried.

REPORTS

Mayor:

Mayor Page advised the city held a lengthy Fall Festival meeting to finalize plans for the upcoming event. Secondly, Mayor Page noted the Chester Bridge replacement project will begin in 2023 instead of 2027.

COMMITTEE REPORTS

Cemetery & Finance Committee (Chairman Platt):

The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment. Alderman Platt moved to approve payment of bills, subject to audit. Alderman Rader seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Hill, Maes, Rader. Nays: None. Absent: None. Motion carried.

Chairman Platt moved to approve the August report of the Evergreen Cemetery Clerk as presented. Alderman Rader seconded the motion. UPON ROLL CALL: Ayes: Aldermen Hill, Dudenbostel, Platt, Rader, Buckham, Maes, Allison. Nays: None. Absent: None. Motion carried.

Water & Sewer Committee (Chairman Rader);

Chairman Rader presented a sewer bill ($18.57) of Jonavon Richelman, 124 Welge Drive, for adjustment due to a water leak that did not infiltrate the sewer system. Alderman Rader’s motion to adjust the bill in the usual manner, was seconded by Alderman Platt. UPON ROLL CALL: Ayes: Aldermen Hill, Dudenbostel, Platt, Rader, Buckham, Maes, Allison. Nays: None. Absent: None. Motion carried.

Ordinance & Public Property Committee (Chairman Hill):

Chairman Hill advised the monthly Code Enforcement report is in the council packets. Alderman Hill noted that he will work on getting a more detailed report from Code Enforcement Officer Mott.

DEPARTMENT HEADS

Police Department (Chief Helmers):

Chief Helmers advised the Chester Police Department responded to 496 calls for service in the month of September.

PUBLIC COMMENT

NEW BUSINESS

Vacancy – Ward 4:

Alderman Maes moved to determine a vacancy exists for Alderman in Ward 4. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Rader, Maes, Hill. Nays: None. Absent: None. Motion carried.

Sewer Department – Vacancy:

After an inquiry from Alderman Platt, Mayor Page advised Billy Berkbuegler has been moved to the Gas Department. Alderman Platt moved to advertise for employment at the sewer plant. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Dudenbostel, Platt, Buckham, Rader, Maes, Allison, Hill. Nays: None. Absent: None. Motion carried.

American Rescue Plan Funds:

Alderman Platt moved to approve the recommendation of the Finance Committee and designate the American Recovery Plan funds for water plant improvements and water main replacements. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Rader, Maes, Hill. Nays: None. Absent: None. Motion carried.

Vendor Agreement – Western Egyptian:

City Clerk Berner presented a vendor agreement with Western Egyptian to help with customer’s water and sewer utility bills. Alderman Rader’s motion was seconded by Alderman Maes. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Rader, Maes, Hill. Nays: None. Absent: None. Motion carried.

Symmetry Energy Solution, Inc – Agreement:

Attorney Kerkhover advised the city has continued to work with Symmetry with respect to the unanticipated gas prices incurred as a result of the Force Majeure Event in February 2021. An agreement has been reached that reduces the total cost Chester is obligated to pay. This reduction will reflect a credit on our customer’s upcoming utility bills. Alderman Maes moved to approve the settlement agreement with Symmetry. Alderman Hill seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Rader, Maes, Hill. Nays: None. Absent: None. Motion carried.

Trick or Treat:

Alderman Maes moved to set trick or treat on October 31st from 5 p.m. to 8 p.m. Alderman Rader seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Rader, Maes, Hill. Nays: None. Absent: None. Motion carried.

ADJOURNMENT

At 6:14 p.m., Alderman Maes moved to adjourn the meeting. Alderman Dudenbostel seconded the motion. VOTE: Ayes: Aldermen Maes, Rader, Dudenbostel, Hill, Allison, Platt, Buckham. Nays: None. Absent: None. Motion carried.
