Illinois Labor Relations Board Local Panel met Oct. 21.

Here are the minutes provided by the board:

I. OPENING OF MEETING 10:00 A.M.—160 North LaSalle Street, S-401, Chicago, IL 

II. PRESENT 

Lynne O. Sered, Chairman of the Local Panel, Charles E. Anderson and Angela C. Thomas, Members of the Local Panel participated in person; Helen J. Kim, General Counsel, participated in person; Kimberly F. Stevens, Executive Director and  staff members participated by videoconference. 

III. APPROVAL OF MINUTES OF REGULAR MEETING HELD on September 23, 2021. 

Chairman Sered called for approval of the minutes of the regular meeting held September 23, 2021. Member Anderson  moved to approve the minutes. Member Thomas seconded. The Board passed the motion unanimously, by a voice vote. 

IV. ADMINISTRATIVE MATTERS 

Chairman Sered asked Executive Director Stevens to present the reports. She presented the reports and summarized their  highlights.  

V. REVIEW OF PROPOSED WRITTEN DECISIONS AND ORDERS 

A. Case No. L-RC-19-024 

AFSCME, Council 31 and City of Chicago 

General Counsel Kim called and presented the case. Member Thomas made a motion to approve the proposed written  decision. Member Anderson seconded the motion, and the Board passed it unanimously, by a roll call and voice vote. 

VI. BOARD ACTIONS 

A. Case No. L-CA-20-019 

Fraternal Order of Police, Lodge 7 and City of Chicago (Department of Police) 

General Counsel Kim called the case, noted that Administrative Law Judge Donald Anderson issued a Recommended  Decision and Order with no exceptions filed, and asked whether the Board wished to review the decision on its own  motion. The Board declined to do so.  

B. Case No. L-RC-21-012 

AFSCME, Council 31 and City of Chicago 

General Counsel Kim called the case, noted that Administrative Law Judge Anna Hamburg-Gal issued a Recommended  Decision and Order with no exceptions filed, and asked whether the Board wished to review the decision on its own  motion. The Board declined to do so. 

C. Case No. L*CB-21-003 

Kierra Cox and ATU, Local 241 

General Counsel Kim called and presented the case. Chairman Sered called for a motion to strike the appeal and affirm  the dismissal. Member Thomas made a motion to strike the appeal and affirm the dismissal. Member Anderson seconded  the motion, and the Board passed it unanimously, by a roll call and voice vote. 

D. Case No. L-CA-16-079 

City of Chicago and Fraternal Order of Police  

General Counsel Kim called and presented the case. Chairman Sered called for a motion to continue to hold the case in  abeyance. Member Anderson made a motion to continue to hold the case in abeyance. Member Thomas seconded the  motion, and the Board passed it unanimously, by a roll call and voice vote. 

E. Case No. L-CA-17-034 

City of Chicago and Fraternal Order of Police 

General Counsel Kim called and presented the case. Chairman Sered called for a motion to continue to hold the case in  abeyance. Member Anderson made a motion to continue to hold the case in abeyance. Member Thomas seconded the  motion, and the Board passed it unanimously, by a roll call and voice vote. 

VII. EXECUTIVE SESSION 

After a short discussion regarding whether there was a need for executive session, the Board concluded it was unnecessary. 

VIII. PUBLIC COMMENT 

A member of the public made a comment. 

IX. ADJOURNMENT 

Chairman Sered called for a motion to adjourn. Member Anderson made a motion to adjourn the meeting, Member Thomas  second and the Board passed it unanimously, by voice vote.
