Illinois Guardianship and Advocacy Commission Human Rights Authority, Springfield Region met Oct. 26.

Here are the minutes provided by the commission:

PRESENT: Tara Dunning, Javed Irshad, James Bakunas, Abdush Shakoor, Lisa Beam and Karen Osgood.

The regularly scheduled meeting of the Human Rights Authority, Springfield Region was called to order at 5:41 p.m. by the Springfield Region Chair, Tara Dunning.

It was determined that a quorum was present and that business could be conducted. Karen read the confidentiality statement.

Minutes: James moved to accept the September 28, 2021 open and closed session minutes. Shakoor seconded and the motion carried.

New complaints:

22-050-9006 A staff member kicked a patient’s clothes, poured water on them and threw away his lotion, soap and shampoo. The patient’s mother is also restricted from visiting. Shakoor moved to accept the case for investigation. Lisa seconded and the motion carried.

22-050-9007 A resident’s guardian is not allowed to enter the resident’s room even though she is considered an essential caregiver. A release has not yet been received. James moved to table acceptance of the case for investigation pending receipt of a release. Lisa seconded and the motion carried.

UNFINISHED BUSINESS

At 6:01 p.m., James moved to enter the executive/closed session pursuant to the Guardianship and Advocacy Act (20 ILCS 3955/21) and the Open Meetings Act (5 ILCS 120/2). Shakoor seconded and the motion carried. The purpose of the closed session was for discussion on any case assignments, case progress, draft reports, responses and case closures (21-050-9010, 22-9004, 9006 and 9007). The HRA returned to open session at 6:10 p.m., having taken no votes in the closed session.

22-050-9004 (McFarland MHC) The report was reviewed and there were no changes. Jay moved to accept the report and issue. Shakoor seconded and the motion carried.

Accept responses, close and publish:

21-050-9010 (McFarland MHC) A response was not required. Lisa moved to close and publish the case. Karen seconded and the motion carried.

Other unfinished business, announcements and comments:

The next meeting is November 30, 2021. The HRA will meet in person again. Adjournment:

Karen moved to adjourn the meeting at 6:24 p.m. Jay seconded and the motion carried.
