Illinois Guardianship and Advocacy Commission Human Rights Authority, North Suburban Region met Dec. 7.

Here are the minutes provided by the commission:

Call to Order:

In the absence of chairperson Teri Steinberg, Kori Larson called the regular monthly meeting of the Human Rights Authority, North Suburban Region, to order at 4:35 p.m.

Members Present: Kori Larson, Adell Crump, Christy Neal Garcia, and Pat Getchell Members Absent/Excused: Teri Steinberg, Maralea Negron, Maria Reher

Staff Present: Mariah Balaban

The Chair noted that a quorum was not present and that only certain business could be conducted. Kori read the confidentiality statement.

Changes in the Agenda:

No changes were made to the agenda.

New Business:

Case acceptance:

1. 22-100-9006: Landmark of Des Plaines, Skilled Nursing Home. Pat motioned to accept the case, Kori seconded and the motion passed. Christy is assigned member. Complaint summary:

a. Facility refused to accept recipient’s change in healthcare power of attorney; Facility would not let recipient leave to seek medical attention for abdominal wounds, even when the recipient called 911; Provider won’t send the recipient’s records

2. 22-100-9007: Streamwood Behavioral Hospital, Psychiatric Hospital. Pat motioned to accept the case, Adell seconded and the motion passed. Kori is assigned member. Complaint summary:

a. Recipient (minor) was medicated without informed consent of guardian; Kept longer than necessary and kept overly sedated; Provider did not allow sufficient virtual visitation; Provider didn’t discuss treatment or discharge plan with guardian.

3. 22-100-9008: Lake Behavioral Hospital, Psychiatric Hospital. Kori motioned to accept the case, Christy seconded and the motion passed. Christy is assigned member. Complaint summary:

a. provider did not contact designated family member when recipient lacked capacity to participate in treatment planning; Provider ignored transfer requests; facility didn’t provide medical care or Recipient not allowed private or unimpeded phone calls; Provider inappropriately administered emergency medication; Recipient prevented from contacting patient advocate or social worker; Patient rights not posted on unit

4. 22-100-9009: Central DuPage Hospital, Outpatient Psychiatric Unit. Pat motioned to accept the case, Kori seconded and the motion passed. Pat is assigned member. Complaint summary:

a. Provider denied outpatient services with no explanation

B. Pat motioned to approve the 2022 HRA meeting schedule, Adell seconded, the motion passed and the schedule was approved.
