Illinois State Board of Elections met April 21.

Here are the minutes provided by the board:

PRESENT: Ian K. Linnabary, Chair

Casandra B. Watson, Vice Chair

Rick S. Terven, Sr., Member

The meeting convened at 9:40 a.m. via videoconference with seven Members present. Chair Linnabary and Members McCrory and McGuffage were present in the Chicago office, Members Donahue and Genovese were present in the Springfield office and Vice Chair Watson and Member Terven were present via Zoom. Member Cadigan was absent and Member McCrory held his proxy.

Chair Linnabary opened the meeting by leading everyone in the pledge of allegiance.

Member McCrory moved to approve the minutes from the March 29 meeting as presented. Member Donahue seconded the motion, which passed by roll call vote of 8-0.

Member McGuffage moved to recess the State Board of Elections and convene as the State Officers Electoral Board. Member Donahue seconded the motion, which passed by roll call vote of 8-0. The meeting recessed at 9:42 a.m. Member McCrory moved to reconvene as the State Board of Elections, which was seconded by Member McGuffage and passed by roll call vote of 8-0. The meeting reconvened at 5:00 p.m. with six Members present. Vice Chair Linnabary and Member McGuffage were present in Chicago and Members Donahue, Genovese and Terven were present in the Springfield office. Vice Chair Watson was present via Zoom. Members Cadigan and McCrory were absent and Vice Chair Linnabary held their proxies.

Ms. Malowitz presented the settlement offers for agenda 4.a.4) SBE v. Citizens for Christopher J. Clark, 34613, 21DQ113; and 5) SBE v. Committee to Elect Cervantez State’s Attorney, 35499, 21MQ155 and recommended acceptance of the offers. Vice Chair Watson moved to accept the settlement offers, which was seconded by Member Donahue and passed by roll call vote of 8-0.

As to agenda items 4.a.1) SBE v. Neighbors for Greg Hose; 23287, 21AM018; 2) SBE v. Greg for Illinois; 31704, 21MQ097; 3) SBE v. Greg Hose for State Central Committee, 31987, 21MQ101; and 6) SBE v. John Spencer, 36004, 21AD059, Ms. Malowitz recommended denial of the offers. Vice Chair Watson moved to deny the settlement offers, which was seconded by Member Donahue and passed by roll call vote of 8-0.

Listings of potential ballot forfeiture for 2022 and payment of civil penalty assessments were presented for informational purposes.

Next on the agenda was certification of the June 28, 2022 General Primary Election ballot. Chair Linnabary moved to certify the ballot for the June 28, 2022, General Primary Election as presented by staff; and to authorize staff to issue amended certifications as appropriate in the event of rulings and matters related to electoral boards and/or judicial reviews or other litigation in the courts; and removal of candidates on the ballot forfeiture list in the event that their fines are not paid by the end of today's business hours; and candidate withdrawals, subject to confirmation that all of the affected election authorities could implement such withdrawals without incurring burdensome reprinting and reprogramming. Member McGuffage seconded the motion, which passed by roll call vote of 8-0.

Kyle Thomas, Director of Voting and Registration Systems presented an emergency voting system modification request for Dominion Democracy Suite 5.6-D KNOWiNK Poll Pad contained on pages 30-38 of the board packet. Mr. Thomas indicated that staff recommendations were

contained in his report and then recommended an emergency approval, for use only in the 2022 General Primary Election. Member Donahue moved to grant the emergency approval as recommended by Mr. Thomas, set forth on pages 30-38 of the packet. Vice Chair Watson seconded the motion, which passed by roll call vote of 8-0.

John Fogarty spoke during the public comments portion of the meeting and thanked the staff and Board for their professionalism. Keisha Smith also commended the staff and Board for their hard work and professionalism. Lisa Ditkowsky offered her opinions regarding the electoral process and ballot access.

With there being no further business before the Board, Member Donahue moved to adjourn until Tuesday, May 17, 2022. Member McGuffage seconded the motion, which passed unanimously. The meeting ended at 5:15 p.m.
