Illinois Labor Relations Board Local Panel met July 14.

Here are the minutes provided by the board:

I. OPENING OF MEETING 10:00 A.M.— via Webex video conference and 160 North LaSalle Street, S-401, Chicago, IL 

II. PRESENT 

Lynne O. Sered, Chairman of the Local Panel, Charles E. Anderson and Angela C. Thomas, Members of the Local Panel attended in person at the Chicago Office; Helen J. Kim, General Counsel, participated in person at the Chicago Office; Kimberly F. Stevens, Executive Director and staff members participated by video conference.

III. APPROVAL OF MINUTES OF REGULAR MEETING HELD on June 9, 2022. 

Chairman Sered called for approval of the minutes of the regular meeting held June 9, 2022. Member Anderson made a motion to approve the minutes. Member Thomas seconded. The Board passed the motion unanimously, by a voice vote.

IV. ADMINISTRATIVE MATTERS 

Chairman Sered state that the Executive Directors reports will be presented at the Joint Panel meeting being held at 10:30am.

V. REVIEW OF PROPOSED WRITTEN DECISIONS AND ORDERS 

A. Case No. L-CA-21-037 

Joseph McGreal and City of Chicago, Department of Business Affairs and Consumer Protection 

Chairman Sered called the case, and General Counsel Kim presented the proposed written decision. Member Thomas made a motion to approve the proposed written decision. Member Anderson seconded the motion, and the Board passed it unanimously, by a voice vote.

VI. BOARD ACTIONS 

1. Case No. L-RC-20-003 

American Federation of State, County and Municipal Employees, Council 31 and City of Chicago 

Chairman Sered called the case. General Counsel Kim presented, noting that Administrative Law Judge Donald Anderson issued a Recommended Decision and Order with no exceptions filed. The board decided not to review the case on its own.

2. Case No. L-CB-22-011 

Numan Nunn and Fraternal Order of Police, Lodge 7 

Chairman Sered called the case. General Counsel Kim presented. Chairman Sered called for a motion to grant a variance and consider the appeal and accept the dismissal. Member Anderson made a motion to grant a variance and consider the appeal and accept the dismissal. Member Thomas seconded the motion, and the Board passed it unanimously, by a voice vote.

3. Case No. L-CA-18-041 

Illinois Fraternal Order of Police and Cook county and Sheriff of Cook County 

Chairman Sered called the case. General Counsel Kim presented. Chairman Sered called for a motion to vacate the Board decision issued November 20, 2020. Member Thomas made a motion to vacate the Board decision issued November 20, 2020. Member Anderson seconded the motion, and the Board passed it unanimously, by a voice vote.

VII. EXECUTIVE SESSION 

After a short discussion regarding whether there was a need for executive session, the Board concluded it was unnecessary.

VIII. PUBLIC COMMENT 

No members of the public sought to make comments

IX. ADJOURNMENT 

Chairman Sered called for a motion to adjourn. Member Anderson made a motion to adjourn the meeting, Member Thomas second and the Board passed it unanimously, by a roll call, voice vote.
