Illinois Labor Relations Board State Panel met July 14.

Here are the minutes provided by the board:

I. OPENING OF MEETING 11:00 P.M.— via video conference: 160 N. LaSalle Street, Room S-401, Chicago,  IL and 801 S. 7th Street, Suite 1200A, Springfield, IL 

II. PRESENT 

William Lowry, Chairman of the Board; John S. Cronin, Member of the Board; attended in-person at the Chicago Office; Kendra Cunningham, Member of the Board attended via video conference; Jeff Mears, Member of the Board attended via video conference; Helen J. Kim. General Counsel participated in-person at the Chicago Office; Kimberly Stevens, Executive Director, and staff members participated via videoconference.

III. APPROVAL OF MINUTES OF REGULAR MEETING HELD June 9, 2022 

Chairman Lowry called for approval of the minutes of the June 9, 2022, meeting. Member Mears moved to approve the minutes. Member Cronin seconded. The Board passed the motion unanimously, by a voice vote.

IV. ADMINISTRATIVE MATTERS 

Chairman Lowry stated that the Executive Directors reports were presented at the Joint Panel meeting held at 10:30am. V. REVIEW OF PROPOSED WRITTEN DECISIONS AND ORDERS 

A. Case No. S-CA-21-084 

American Federation of State, County and Municipal Employees, Council 31 and County of De{age (DuPage Care Center) 

General Counsel Kim called and presented the case. Member Cunningham made a motion to approve the proposed written decision. Member Cronin seconded the motion. The Board passed the motion unanimously, by voice vote.

VI. BOARD ACTIONS 

A. S-CA-21-023 

Association of Professional Police Officers and City of Aurora 

General Counsel Kim called and presented the case. After discussion, Member Mears made a motion to adopt the Administrative Law Judge’s Recommended Decision and Order. Member Cronin seconded the motion, and the Board passed it unanimously, by a voice vote.

B. S-CA-21-069 

American Federation of State, County and Municipal Employees, Council 31 and CGH Medical Center 

General Counsel Kim called and presented the case. After discussion, Member Cunningham made a motion to review the case on the Board’s own motion. Member Cronin seconded the motion, and the Board passed it unanimously, by a voice vote.

C. S-CA-22-022 

Brandonn Deadwyler and City of Naperville 

General Counsel Kim called and presented the case. After discussion, Member Mears made a motion to affirm the dismissal. Member Cronin seconded the motion, and the Board passed it unanimously, by a voice vote.

VII. EXECUTIVE SESSION 

After a short discussion regarding whether there was a need for executive session, the Board concluded it was unnecessary.

VIII. PUBLIC COMMENT 

No members of the public sought to make comments.

VIIII. ADJOURNMENT 

Chairman Lowry called for a motion to adjourn. Member Cronin made a motion to adjourn the meeting. Member Mears seconded the motion, and the Board passed it unanimously, by a voice vote.
