Illinois State Board of Elections met July 22.

The meeting convened at 9:20 a.m. via videoconference with all Members present. Members Cadigan and McCrory were present in the Chicago office, Members Donahue, Genovese and Terven were present in the Springfield office and Chair Linnabary, Vice Chair Watson and Member McGuffage were present via Zoom.
Ms. Malowitz called the cases and accepted appearances for the following objections to new party and independent candidate nominating petitions for the November 8, 2022 General Election:
a. Vaught v. Walker, 22SOEBGE500;
b. Lukaszek v. Romanelli, 22SOEBGE501;
c. Jackson v. White, 22SOEBGE502.
Ms. Malowitz presented the Rules of Procedure for the State Officers Electoral Board contained on pages 4-23 of the board packet. She reviewed the minor changes made since the previously approved Rules of Procedure and discussion ensued regarding the authority of hearing officers in Section 5.b.1. Vice Chair Watson moved to adopt the Rules of Procedure as presented with the exception of the language contained in Section 5.b.1 and revert to the previous language approved for the General Primary Election. Member Genovese seconded the motion, which failed by roll call vote of 4-3. Members Cadigan, Donahue, McCrory and Chair Linnabary voted in the negative and Member McGuffage voted present. Member McCrory moved to approved the Rules of Procedure as presented. Member Donahue seconded the motion, which passed by roll call vote of 7-1. Vice Chair Watson voted in the negative.
Member Donahue moved to authorize staff to appoint the hearing officers as outlined in the memo from Ms. Malowitz contained on page 24 of the board packet. Member McCrory seconded the motion, which passed by roll call vote of 8-0.
With there being no further business before the State Officers Electoral Board, Member Donahue moved to recess until Friday, July 29, 2022. Member McCrory seconded the motion, which passed unanimously. The meeting recessed at 9:50 a.m.
