Special Meeting

The meeting convened at 9:00 a.m. via videoconference with all Members present. Members Cadigan and McCrory were present in the Chicago office, Members Donahue, Genovese and Terven were present in the Springfield office and Chair Linnabary, Vice Chair Watson and Member McGuffage were present via Zoom.

Chair Linnabary opened the meeting by leading everyone in the pledge of allegiance.

Ms. Malowitz presented a lack of apparent conformity for the nomination papers of Tommy Belg, Office of Governor. She reported that there were zero petition pages or signatures included with the Statement of Candidacy and Loyalty Oath and that it did not comply with state election law.

Mr. Belg was present and indicated that he had supplement papers to file. Chair Linnabary asked Ms. Malowitz whether state law allows acceptance of supplemental filings past the due date, and Ms. Malowitz confirmed it does not. Member Cadigan moved to reject the petitions of Tommy Belg for lack of apparent conformity. Member McCrory seconded the motion, which passed by roll call vote of 8-0.

Ms. Malowitz presented a lack of apparent conformity for the nomination papers of Babette U. Peyton, United States Representative in the 1st District. She reported that there was not a minimum of 10% of the required petition signatures filed with the nomination papers. Ms. Peyton was present and offered comments about her military background and experience. Member Cadigan moved to reject the petitions of Babette U. Peyton for lack of apparent conformity.

Member McCrory seconded the motion, which passed by roll call vote of 8-0.

Member McGuffage moved to recess the State Board of Elections and reconvene as the State Officers Electoral Board. Member Donahue seconded the motion, which passed by roll call vote of 8-0. The meeting recessed at 9:20 a.m. and reconvened at 9:50 a.m. with the same attendance as noted in the initial roll call.

Member McGuffage moved to recess to executive session to consider the appointment and employment of specific employees. See 5 ILCS 120/2(c)(1). Member Donahue seconded the motion, which passed by roll call vote of 8-0. The meeting recessed at 9:50 a.m. and reconvened at 11:45 a.m. with the same attendance as noted in the initial roll call. Chair Linnabary recounted that closed session was held for the purposes of discussing a personnel matter, and no formal action was taken.

With there being no further business before the Board, Member Donahue moved to adjourn until Friday, July 29, 2022. Member McGuffage seconded the motion, which passed unanimously.

The meeting ended at 11:45 a.m.
