Illinois Guardianship and Advocacy Commission Human Rights Authority, Springfield Region met Sept. 27.

Here are the minutes provided by the commission:

PRESENT: Javed Irshad, Abdush Shakoor, Lisa Beam, Diana Braun, James Bakunas, Karen Osgood and Tara Dunning.

The regularly scheduled meeting of the Human Rights Authority, Springfield Region was called to order at 5:34 p.m. by the Springfield Region Chair, James Bakunas.

It was determined that a quorum was present and that business could be conducted. Lisa read the confidentiality statement.

Minutes: Diana moved to approve the July 26, 2022 open session minutes. Lisa seconded and the motion carried. Karen moved to approve the Jul26, 2022 closed session minutes. Shakoor seconded and the motion carried.

New complaints:

23-050-9002 A patient states that his privileges were reduced after he share food with other patients. He feels the punishment is too harsh and violates his right to a least restrictive environment. A release has not been received. Tara moved to not accept the complaint. Jay seconded and the motion carried.

UNFINISHED BUSINESS

At 5:40 p.m., Lisa moved to enter the executive/closed session pursuant to the Guardianship and Advocacy Act (20 ILCS 3955/21) and the Open Meetings Act (5 ILCS 120/2). Tara seconded and the motion carried. The purpose of the closed session was for discussion on any case assignments, case progress, draft reports, responses and case closures (22-050-9008, 9010, 9013 and 9015). The HRA returned to open session at 6:08 p.m., having taken no votes in the closed session.

Case progress:

22-050-9010 (Broadstep) Jay and Jon have interviewed the staff. Jon had additional contact with the program director who is providing receipt documentation. Still no receipt documentation but they did send transaction logs. A draft report will be prepared.

22-050-9014 (Memorial) Shakoor and Jon completed interviews recently and they reported to the HRA on their findings. A draft report will be prepared.

Reports for acceptance:

22-050-9008 (Springfield Memorial) Lisa moved to accept and issue the report as drafted. Karen seconded and the motion carried.

22-050-9013 and 9015 (McFarland MHC) Tara moved to accept and issue the report as drafted. Jay seconded and the motion carried.

Accept responses, close and publish:

None were presented.

Other unfinished business, announcements and comments:

Jon will be on vacation during the next scheduled meeting October 25. That meeting is cancelled.

The next meeting is November 29, 2022 to be held at 830 S. Spring St. and webex until further notice.

Farewell to Tara! She has given many years to the HRA and will be missed. Adjournment:

Jay moved to adjourn the meeting at 6:23 p.m. Lisa seconded and the motion carried.
