Illinois Labor Relations Board State Panel met Nov. 10.

I. OPENING OF MEETING 11:00 P.M.— via video conference: 100 W. Randolph Street, JRTC 2-025, Chicago, IL, and 801 S. 7th Street, Suite 1200A, Springfield, IL
II. PRESENT
William Lowry, Chairman of the Board; John S. Cronin, Member of the Board; attended in-person at the Chicago Office; Kendra Cunningham, Member of the Board attended via video conference; Jeff Mears, Member of the Board attended via video conference; Helen J. Kim. General Counsel participated in-person at the Chicago Office; Kimberly Stevens, Executive Director, and staff members participated via videoconference.
III. APPROVAL OF MINUTES OF REGULAR MEETING HELD October 12, 2022
Chairman Lowry called for approval of the minutes of the October 12, 2022, meeting. Member Mears moved to approve the minutes. Member Cronin seconded. The Board passed the motion unanimously, by a voice vote.
IV. ADMINISTRATIVE MATTERS
Chairman Lowry asked Executive Director Stevens to present the reports. She presented the reports and summarized their highlights.
V. REVIEW OF PROPOSED WRITTEN DECISIONS AND ORDERS
A. S-CA-19-079
Park Ridge Fire Fighters, International Association of Fire Fighters, Local 2697 and City of Park Ridge
General Counsel Kim called and presented the case. Member Cronin made a motion to approve the proposed written decision. Member Mears seconded the motion. The Board passed the motion unanimously, by voice vote.
VI. BOARD ACTIONS
A. S-UC-22-094
American Federation of State, County, & Municipal Employees, Council 31, and State of Illinois, Department of Central Management Services
General Counsel Kim called and presented the case. After a discussion the Board declined to review the case on its own.
B. S-CA-21-087
International Association of Fire Fighters, Local 446 and Village of Oak Brook
General Counsel Kim called and presented the case. After a discussion the Board declined to review the case on its own.
C. S-CA-21-073
Policemen’s Benevolent Labor Committee, PBPA Unit 54 and City of Elgin (Police Department)
General Counsel Kim called and presented the case. After discussion, Member Cronin made a motion to accept the Executive Director’s dismissal. Member Mears seconded the motion, and the Board passed it unanimously, by a voice vote.
VII. EXECUTIVE SESSION
After a short discussion regarding whether there was a need for executive session, the Board concluded it was unnecessary.
VIII. PUBLIC COMMENT
No members of the public sought to make comments.
VIIII. ADJOURNMENT
Chairman Lowry called for a motion to adjourn. Member Cronin made a motion to adjourn the meeting. Member Mears seconded the motion, and the Board passed it unanimously, by a voice vote.
