Illinois Labor Relations Board State Panel met Dec. 13.
Here are the minutes provided by the board:
I. OPENING OF MEETING 11:00 P.M.— via video conference: 100 W. Randolph Street, JRTC 2-025, Chicago, IL, and 801 S. 7th Street, Suite 1200A, Springfield, IL
II. PRESENT
William Lowry, Chairman of the Board; John S. Cronin, Member of the Board; attended in-person at the Chicago Office; Kendra Cunningham, Member of the Board attended via video conference; Jeff Mears, Member of the Board attended via video conference; Helen J. Kim. General Counsel participated in-person at the Chicago Office; Kimberly Stevens, Executive Director, and staff members participated via videoconference.
III. APPROVAL OF MINUTES OF REGULAR MEETING HELD November 10, 2022
Chairman Lowry called for approval of the minutes of the November 10, 2022, meeting. Member Mears moved to approve the minutes. Member Cronin seconded. The Board passed the motion unanimously, by a voice vote.
IV. ADMINISTRATIVE MATTERS
Chairman Lowry stated that the Executive Director Stevens presented the executive reports during the Joint meeting held at 10:30am.
V. REVIEW OF PROPOSED WRITTEN DECISIONS AND ORDERS
A. S-CA-21-073
Policemen’s Benevolent Labor Committee, PBPA Unit 54 and City of Elgin (Police Department)
General Counsel Kim called and presented the case. Member Cunningham made a motion to approve the proposed written decision. Member Mears seconded the motion. The Board passed the motion unanimously, by voice vote.
VI. BOARD ACTIONS
A. S-CA-21-055 & S-CA-21-056
Laborer’s International Union of North America, Local #338 and International Union of Operating Engineering, Local 520 and City of Bunker Hill
General Counsel Kim called and presented the case. After a discussion the Board declined to review the case on its own.
B. S-RC-21-039
Metropolitan Alliance of Police, Geneva Police Sergeants Chapter #312 and City of Geneva
General Counsel Kim called and presented the case. Member Cronin made a motion to accept the Recommended
Decision and Order. Member Cunningham seconded, and the Board passed it unanimously, by a voice vote.
VII. EXECUTIVE SESSION
After a short discussion regarding whether there was a need for executive session, the Board concluded it was unnecessary.
VIII. PUBLIC COMMENT
No members of the public sought to make comments.
VIIII. ADJOURNMENT
Chairman Lowry called for a motion to adjourn. Member Mears made a motion to adjourn the meeting. Member Cronin seconded the motion, and the Board passed it unanimously, by a voice vote.
