3. Co-Responder Pilot Program
New Designation
The Budget Committee designated $3,068,000 in SFY23 Co-Responder Pilot Program (CRPP) Funds to the Peoria Police Department to establish a co-responder unit that will hire licensed clinical social workers or licensed social workers responsible for conducting follow-up visits with victims who may benefit from mental or behavioral health services.

Designation Adjustment
The Budget Committee designated $91,521 in lapsing FFY19 JAG funds to the University of Illinois at Urbana-Champaign to support a dating violence prevention program.
5. Less Lethal Alternatives for Law Enforcement
New Notice of Funding Opportunity
The Budget Committee set aside up to $20 million in SFY23 Less Lethal Alternatives for Law Enforcement (LLA) funding to support a notice of funding opportunity (NOFO) for a law enforcement-related lead entity that will manage subgrants to local law enforcement agencies for less lethal devices, less lethal training, other less lethal alternatives, and any associated administrative expenses.
6. Violent Crime Witness Protection Program
New Notice of Funding Opportunity
The Budget Committee set aside up to up to $28.5 million in SFY23 Violent Crime Witness Protection Program (VCWPP) funding to support one or more NOFO. This NOFO will offer two funding tracks.
Track 1: $18.5 million to support the relocation of witnesses, victims, and other related persons supporting the prosecution of violent crime. Grant eligibility may be provided upon application to the Office of Attorney General, state’s attorneys’ offices, chief executive of a police agency.
Track 2: $10 million to local law enforcement agencies to establish local violent crime witness protection programs and support the relocation of witnesses, victims, and appropriate related persons supporting the prosecution of a violent crime.

8. Residential Substance Abuse Treatment Act
New Notice of Funding Opportunity
The Budget Committee allocated $760,000 in FFY21 Residential Substance Abuse Treatment (RSAT) funding to support a NOFO open to state and local correctional and detention facilities to increase and/or expands evidence-based substance use disorder treatment access to individuals in jails and prisons, reducing the risk of overdose and death.

11. Grant Execution Process

Staff presented information describing ICJIA’s grant execution process. Discussion ensued. The presentation was for informational purposes only. No action was necessary, and none was taken.
Under the Authority’s administrative rules, members shall be notified of all motions passed by a particular committee within 5 business days of any committee meeting, or prior to the next meeting of that committee, or before the next meeting of the Authority, whichever is sooner. Within 10 business days of this notice, a special meeting may be convened upon the request of 5 Authority members to discuss any action taken by a committee and to supersede the action. 2 Ill. Admin. Code 1750.340(i).
