Illinois Labor Relations Board Local Panel met June 8.

I. OPENING OF MEETING 11:00 P.M.— via video conference: 160 N. LaSalle Street, S-400, Chicago, IL, and 801 S. 7th Street, Suite 1200A, Springfield, IL
II. PRESENT
William Lowry, Chairman of the Board; Frances Hurley, Member of the Board attended in-person at the Chicago Office; Kendra Cunningham, Member of the Board attended via video conference from the Springfield Office; Jeff Mears, Member of the Board attended via video conference from the Springfield Office; Helen J. Kim. General Counsel participated in person at the Chicago Office; Kimberly Stevens, Executive Director, and staff members participated via videoconference.
III. APPROVAL OF MINUTES OF REGULAR MEETING HELD April 13, 2023
Chairman Lowry called for approval of the minutes of the April 13, 2023, meeting. Member Mears moved to approve the minutes. Member Hurley seconded. The Board passed the motion unanimously, by a voice vote.
IV. ADMINISTRATIVE MATTERS
Chairman Lowry stated that the Executive Director Stevens presented the executive reports. She presented the reports and summarized their highlights.
V. REVIEW OF PROPOSED WRITTEN DECISIONS AND ORDERS
A. S-CA-22-049
Springfield Fire Fighters, IAFF, Local 37 and City of Springfield
General Counsel Kim call and present the proposed written decision. Member Hurley made a motion to approve the proposed written decision. Member Cunningham seconded the motion, and the Board passed it unanimously, by a voice vote.
VI. BOARD ACTIONS
A. S-UC-22-085 & S-UC-23-015
Illinois State Employees Association Laborers International Union of North America, Local 2022 and the Southern and Central Illinois Laborers District Council and American Federation of State, County and Municipal Employees, Council 31
General Counsel Kim called and presented the case. After a discussion the Board declined to review the case on its own.
B. S-CA-22-025
Palos Professional Firefighters, International Association of Fire Fighters, Local 4480 and Palos Fire Protection District
General Counsel Kim called and presented the case. After a discussion the Board declined to review the case on its own.
C. S-CA-22-104
American Federation of State, County, and Municipal Employees, Council 31 and Chief Judge of the Cook County Circuit Court
General Counsel Kim called and presented the case. Member Hurley made a motion to reverse the Executive Directors dismissal and issue a complaint. Member Cunningham seconded the motion. The Board passed the motion unanimously, by voice vote
D. S-CA-21-085
International Union of Operating Engineers, Local 399 and Bourbonnais Township
General Counsel Kim called and presented the case. Member Mears made a motion to accept the Executive Directors dismissal. Member Hurley seconded the motion. The Board passed the motion unanimously, by voice vote.
VII. EXECUTIVE SESSION
After a short discussion regarding whether there was a need for executive session, the Board concluded it was unnecessary.
VIII. PUBLIC COMMENT
No members of the public sought to make comments.
VIIII. ADJOURNMENT
Chairman Lowry called for a motion to adjourn. Member Hurley made a motion to adjourn the meeting. Member Mears seconded the motion, and the Board passed it unanimously, by a voice vote.
