Illinois Labor Relations Board State Panel met July 13.

I. OPENING OF MEETING 11:00 P.M.— via video conference: 160 N. LaSalle Street, S-400, Chicago, IL, and 801 S. 7th Street, Suite 1200A, Springfield, IL
II. PRESENT
William Lowry, Chairman of the Board; Frances Hurley, Member of the Board attended in-person at the Chicago Office; Kendra Cunningham, Member of the Board attended via video conference from the Springfield Office; Jeff Mears, Member of the Board attended via video conference from the Springfield Office; Helen J. Kim. General Counsel participated in person at the Chicago Office; Kimberly Stevens, Executive Director, and staff members participated via videoconference.
III. APPROVAL OF MINUTES OF REGULAR MEETING HELD June 8, 2023
Chairman Lowry called for approval of the minutes of the June 8, 2023, meeting. Member Cunningham moved to approve the minutes. Member Mears seconded. The Board passed the motion unanimously, by a voice vote.
IV. ADMINISTRATIVE MATTERS
Chairman Lowry stated that the Executive Director Stevens presented the executive reports at the Joint Panel meeting held at 10:30am.
V. REVIEW OF PROPOSED WRITTEN DECISIONS AND ORDERS
A. S-CA-21-085
International Union of Operating Engineers, Local 399 and Bourbonnais Township
General Counsel Kim call and presented the proposed written decision. Member Cunningham made a motion to approve the proposed written decision. Member Hurley seconded the motion, and the Board passed it unanimously, by a voice vote.
B. S-CA-22-104
American Federation of State, County and Municipal Employees, Council 31 and Chief Judge of the Cook County Circuit Cook
General Counsel Kim call and present the proposed written decision. Member Mears made a motion to approve the proposed written decision. Member Cunningham seconded the motion, and the Board passed it unanimously, by a voice vote.
VI. BOARD ACTIONS
A. S-DD-21-001
International Brotherhood of Electrical Workers, Local 51
General Counsel Kim called and presented the case. After a discussion the Board declined to review the case on its own.
B. S-CA-09-055-C
Willie Robinson, Dorris Etheridge, and Gerald Jackson and Village of Ford Heights
General Counsel Kim called and presented the case. Member Hurley made a motion to accept the Recommended Decision and Order subject to modification. Member Mears seconded the motion, and the Board passed it unanimously, by a voice vote.
C. S-CB-23-014
James W. Gertie and International Brotherhood of Teamsters, Local 731
General Counsel Kim called and presented the case. Member Cunningham made a motion to accept the Executive Directors dismissal. Member Hurley seconded the motion. The Board passed the motion unanimously, by voice vote.
D. S-CA-23-028
James W. Gertie and Pace Northwest Division
General Counsel Kim called and presented the case. Member Cunningham made a motion to accept the Executive Directors dismissal. Member Hurley seconded the motion. The Board passed the motion unanimously, by voice vote.
VII. EXECUTIVE SESSION
After a short discussion regarding whether there was a need for executive session, the Board concluded it was unnecessary.

A member of the public made a comment.
VIIII. ADJOURNMENT
Chairman Lowry called for a motion to adjourn. Member Mears made a motion to adjourn the meeting. Member Hurley seconded the motion, and the Board passed it unanimously, by a voice vote.
