Illinois Labor Relations Board State Panel met Aug. 10.

Here are the minutes provided by the panel:

I. OPENING OF MEETING 11:00 P.M.— via video conference: 160 N. LaSalle Street, S-400, Chicago, IL, and 801 S. 7th Street, Suite 1200A, Springfield, IL

II. PRESENT

William Lowry, Chairman of the Board; Frances Hurley, Member of the Board attended in-person at the Chicago Office; Kendra Cunningham, Member of the Board attended via video conference from the Springfield Office; Jeff Mears, Member of the Board attended via video conference from the Springfield Office; Helen J. Kim. General Counsel participated in person at the Chicago Office; Kimberly Stevens, Executive Director, and staff members participated via videoconference.

III. APPROVAL OF MINUTES OF REGULAR MEETING HELD July 13, 2023

Chairman Lowry called for approval of the minutes of the July 13, 2023, meeting. Member Mears made a motion to approve the minutes. Member Hurley seconded. The Board passed the motion unanimously, by a voice vote.

IV. ADMINISTRATIVE MATTERS

Chairman Lowry asked Executive Director Stevens to present the reports. She presented the reports and summarized their highlights.

V. REVIEW OF PROPOSED WRITTEN DECISIONS AND ORDERS

A. S-CA-09-055-C

Willie Robinson, Dorris Etheridge, and Gerald Jackson and Village of Ford Heights

General Counsel Kim call and presented the proposed written decision. Member Hurley made a motion to approve the proposed written decision. Member Cunningham seconded the motion, and the Board passed it unanimously, by a voice vote.

B. S-CB-23-014

James W. Gertie and International Brotherhood of Teamsters, Local 731

General Counsel Kim call and present the proposed written decision. Member Cunningham made a motion to approve the proposed written decision. Member Mears seconded the motion, and the Board passed it unanimously, by a voice vote.

C. S-CB-23-014

James W. Gertie and International Brotherhood of Teamsters, Local 731

General Counsel Kim call and present the proposed written decision. Member Hurley made a motion to approve the proposed written decision. Member Mears seconded the motion, and the Board passed it unanimously, by a voice vote.

VI. BOARD ACTIONS

A. S-CA-22-039

American Federation of State, County and Municipal Employees, Council 31 and St. Charles Public Library

General Counsel Kim called and presented the case. After a discussion the Board declined to review the case on its own.

B. S-CB-22-022

Kevin Ziegler and American Federation of State, County and Municipal Employees, Council 31

General Counsel Kim called and presented the case. Member Mears made a motion to strike the appeal and accept the Executive Director’s dismissal. Member Cunningham seconded the motion, and the Board passed it unanimously, by a voice vote.

VII. EXECUTIVE SESSION

After a short discussion regarding whether there was a need for executive session, the Board concluded it was unnecessary.

VIII. PUBLIC COMMENT

A member of the public made a comment.

VIIII. ADJOURNMENT

Chairman Lowry called for a motion to adjourn. Member Hurley made a motion to adjourn the meeting. Member Mears seconded the motion, and the Board passed it unanimously, by a voice vote.

Adopted and approved by the Chairman and Members of the State Panel of the Illinois Labor Relations Board, in Chicago and Springfield, Illinois, this 14th day of September 2023.
